No. 804/Bill No. 350 Your Committee on Finance, to which was referred Bill No. 350, reports as follows: Bill No. 350, transmitted by Mayor Harry Kim, via Communication No. 804, dated October 7, 2004, amends Ordinance No. 04-74. as amended, the Operating Budget, ending June 30, 2005. The amendment is as follows: Prom: 3609.10 Fund Balance from Prior Year General $3,217.488 Tb 010-161-516.01 Research and Development S&W 010-171-5171.22 Building R & M OCE 010-801-5801.33 Transfer to Capital Project Fund-G 0l 0-801-5801.43 Transfer to Self Insurance Fund 'these additional funds will be used as follows: General $ 37,488 $ 80,000 $ 600,000 $2,500,000 TOTAL $3,217,488 • Self-Insurance Fiord ($2,500,000) to cover approved and anticipated settlements and to provide a reserve for future claims. • Parks & Recreation Repair and Maintenance ($600,000). $100,000 will be used to replace up to ten life guard towers, four of which have already been removed because they were unsafe. 'i~he additional $500,000 will be used to make major repairs to Laupahoehoe gym, La`aloa Beach Park and other park facilities. • Honoka'a Sewer System ($80,000) will be used for a preliminary engineering study for the County~s sewer system in downtown Honoka`a. The estimated cost of the study is $100,000, of which $20,000 will be covered by Council Member Fred Holschuh's discretionary fund. • Research & Development Deputy Director ($37,488) will be used to fund the Research & Development Deputy position for the last six months of this fiscal year. Pursuant to Section 10-8 of the Hawaii County Charter relating to supplemental appropriations. the Mayor has certified that there is an excess balance of $6,697,734.37 in the General Fund fund balance as of Junc 30, 2004. FC REPORT NO. __ 337 Several testimonies in favor of the measure were received. Your Committee Members expressed concerns that the County's Risk Management System is not in existence. Por informational purposes. Mr. Tyler voted "kanalua" then "yes."
