Your Committee on Finance, to which was referred Resolution No. 260-04, reports as follows:
Resolution No. 260-04, transmitted jointly with Bill No. 363 by Director of Finance
William '1'akaha, via Communication No. 832, dated October 22, 2004, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
the Hawaii County Fire Department's Spine Board Equipment Purchase project.
The State of I Iawai'i Department of Transportation has authorized $10,163.20 towards the
I Iawai'i County Fire Department's Spine Board Equipment Purchase Project. These grant funds.
derived 1i~om federal funds provided under the National Highway Safety Act of 1966, will be
used to purchase fifty (50) radio translucent spine boards that will be distributed to the tire
stations island-wide. The purchase of additional radio translucent spine boards will eliminate the
recd to transfer patients from spinal immobilization boards to obtain x-rays, prevent additional
injuries to patients during x-rays and enhance each ambulance unit's ability to cover multiple
injuries at each vehicle accident.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 260-04
and recommends its adoption.
