Your Committee on Finance, to which was referred Resolution No. 270-04, reports as follows:
Resolution No. 270-04, transmitted by Director of Finance William Takaba, via Communication
No. 851, dated November 9. 2004, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for six truck tractors.
The Department of Gnviromnental Management Solid Waste Division wishes to enter into a
tive-year lease contract to lease with purchase options for six truck tractors for solid waste
operations. Funds would be budgeted in future fiscal years to cover the anticipated costs.
Currently, three of the Solid Waste Division's truck tractors have high mileage, incur major
repairs, and are approaching the end of their useful life. The Division also needs three additional
truck tractors to manage the increased quantities of solid waste and to maintain compliance with
State and Federal regulations governing solid waste management.
Pursuant to Section 10-11, I lawai'i County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year or more than one tscal
year be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 270-04
and recommends its adoption.
