Your Committee on Finance, to which was referred Resolution No. 271-04, reports as follows:
Resolution No. 271-04, transmitted by Director of Finance William Takaba, via Communication
No. H52, dated November 9, 2004, authorizes the payment of funds of a later fiscal year and of
more than rnie fiscal year for two refuse trailers.
The Department of Environmental Management Solid Waste Division wishes to enter into a
five-year lease agreement with purchase options for two refuse trailers. Funds would be
budgeted in future fiscal years to cover the anticipated costs.
l~he additional trailers are needed to manage the increased quantities of solid waste and to
support the proposed South Kona/Ka'u transfer station.
Pursuant to Section 10-I L Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from Uie appropriations of a later fiscal year or more than one fiscal
year he approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 271-04
and recommends its adoption.
