Your Committee on Finance, to which was referred Resolution No. 272-04, reports as follows:
Resolution No. 272-04. transmitted by Director of Finance William Takaba, via Communication
No. 854, dated November 9, 2004, creates twenty (20) Police Officer [ (Temporary) positions for
the Hawaii County Police Department.
Due to the increasing number of vacancies within the department, the Police Department has
started to conduct two separate recruit classes within a year. Presently, with only twenty-three
(23) Police Officer - (Temporary) positions available and having extended the initial
probationary period from 12 months to 18 months, this has compounded the personnel and
payroll administrative problem. "1'o accommodate the increased number of recruits during the
year, the department has had to temporarily downgrade Police Officer II positions from the
various districts, assign them to the training division, and then move them back to their former
class and location upon the completion of the probationary period. Creation of these positions
will alleviate these cumbersome tasks.
"these positions will he fimded from salaries and wages within the department from resulting
vacancies, similar to other Police Officer 1 Temporary positions.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 272-04
and recommends its adoption.
