Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 371, reports as follows: Bill No. 371, transmitted by Council Memher Aaron S.Y. Chung, via Communication No. 857, dated November 10, 2004, initiates a Charter amendment to Che Hawaii County Charter (2000), relating to Article I I L Section 3-2, composition and terms of elected members of the County Council. "The purpose of this amendment is to increase the eligibility of members of the Hawaii County Council to Iwld office for up to, but no more than, sis consecutive terms, or twelve years. While retaining the principle of term limits, this amendment is intended to facilitate lengthier careers for county legislators, subject to the will of the voters, and thereby avail the electorate and county government with the perspective and experience to effectively address ongoing and longstanding issues and concerns deemed important to the people of the C ounty of Hawaii. Pursuant to Article XV. Section I S-I (a) of the Hawaii County Charter, amendments or revisions of the charter may be initiated by ordinance of the council adopted after three readings on separate days and passed by the affirmative vote of two-dtirds of the entire membership. Upon adoption of the ordinance, the council shall provide that the proposed amendments or revisions he submitted to the electors of the county for approval at the next general election. Council Memher Curtis Tyler noted Ihat the word "careers" should be replaced with the word "terms" in Section 1 ofthismeasurc. Some Council Members asked for clarification on the impact of outgoing Council Members. Council Memher Aaron Chung stated that the outgoing Council Members would not benefit from this measure and that only the three incumhent Council Members would. A motion to defer was made and seconded, however failed due to lack of support.
