I am Janet Lang, and I have lived on Waianuenue Ave. in Piihonua
since 1934. This area is, and always has been a residential
neighborhood, and Waianuenue Ave. is a narrow, tree shrouded
street that is bounded by ditches that carry the rainwater away from
our homes and the street. Through the years, vehicle traffic has
increased in speed, size and number, and we are now faced with a
constant stream of cars, trucks, vans, and tankers who tend to travel
above the 35 mile per hour speed limit. Accidents, usually involving
speed above the 35 mph limit, happen regularly. When a school bus
and tanker meet in the section with steep shoulders, it is touch and
go not to slip over into the ditch.
(We used to have cane trucks, but they did not speed. They also
picked up their opala on a regular basis.)
1 am not an engineer, so I will not speculate on what should be done.
I do know that I would prefer that we try a preventive approach'(
(erect a barrier to speeding, enforce the current speed limit with no
leeway, and post signs such as"RESIDENTIAL NEIGHBORHOOD,
DRIVE CAREFULLY*) THIS IS MY PERSONAL OPINION.
We are in the process of forming a neighborhood association that will
study these concerns and make recomendations when appropriate. If
such measures as sidewalks, road widening, and other expensive
measures are considered, we would , as homeowners, like to be
involved in the decisions made affecting our property. A recent
survey of the neighborhood indicated that all residents are concerned
about the speeding traffic on Waianuenue, and I believe that at this
point we are not informed enough to recommend any drastic or costly
measures.

ADDENDUM TO TESTIMONY JANET LANG
1. If I drive up or down Waianuenue in the area between Waiau street
and Akolea Road at 35 MPH, cars driving behind me will either
tailgate or pass me, using the oncoming lane which may or may not
have an approaching car that is going tcDfast to stop.
2. If I drive 25 MPH in this area, this behavior of other drivers
increases.
3. If we widen the road, the speed will increase.
4. If we create physical deterrant to speeding, and enforce the
existing speed limit, we may reduce the risk.
