RE: PROPOSED TRAFFIC CODE AMENDMENTS - COMM. 841: (BILL 245),
WAIANUENUE AVENUE FROM WAIAU STREET TO THE PIIHONUA BRIDGE
(NO. 25-2) IN PIIHONUA CAMP 3--PROPOSED SPEED LIMIT
REDUCTION 35 MILE PER HOUR TO 25 MILE PER HOUR LIMIT; AND
COMM. 849: (BILL 249), WAIANUENUE AVENUE/KOMOHANA STREET
INTERSECTION PROPOSED RIGHT TURN ON RED
Staff has reviewed the above referenced proposals. We support
the proposed speed limit reduction of 35 miles per hour to 25
miles per hour on Waianuenue Avenue from Waiau Street to the
Piihonua Bridge in Piihonua Camp 3. However, we have
reservations on the proposed Waianuenue Avenue/Komohana Street
intersection no right turn on red for the makai bound vehicular
traffic on Komohana.
Following our research of causation factors, we believe that
prohibiting the right turn on red may not be warranted. Enclosed
are statistical information and data relating to the causes of
traffic accidents for the past five years. From 1993 through
1998, none of the accidents at that intersection were caused by a
right turn on red violation.
While we do support that portion of the proposal by the
Department of Public Works to convert the existing mauka bound
left turn lane on Waianuenue Avenue to a "lagging green" qr1p

not believe that this should automatically necessitate the
prohibition of all right turns on red onto Komohana Street by
makai bound vehicular traffic on Waianuenue Avenue. Such turns
after a stop, we feel, could still be accomplished without
jeopardizing the safety or convenience of both vehicular and
pedestrian traffic.
