Enclosed is a bill for an ordinance authorizing the issuance of $9M general
obligation bonds of the County of Hawaii for the purpose of financing qualified
wastewater public improvements of the County of Hawaii for the following
projects:
Paukaa Community Collector Sewer $2,000,000
Kalanianaole Collector Sewer, Phase I 3,000,000
Kaumana Gardens Collector Sewer 4,000,000

A. REQUEST:
Amend Ordinance 97-45 to authorize the issuance of General Obligation Bonds
for the purpose of financing the following wastewater public improvements:
1. Paukaa Community Collector Sewer $2,000,000.00
2. Kalanianaole Collector Sewer, PhII $3,000,000.00
3. Kaumana Gardens Collector Sewer $4,000,000.00
TOTAL: $9,000,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
1. Paukaa Community Collector Sewer: These funds have been previously
appropriated in Ordinance No. 96-68. A subsequent appropriation and bond
authorization for $2.5 million initially was meant to supercede the
previous appropriation. However, final estimates for the planned work have
increased to $3,324,199. It has also come to our attention that a
significant portion of the old plantation line has deteriorated and is in
need of replacement in order to prevent imminent sewage spills. We have
already repaired one section where the pipe had separated and the ground
collapsed. We then performed a TV inspection of the old line and
discovered significant root intrusion and corrosion of the cast iron pipes.
Costs to replace this line may exceed an additional $1.0 million.
2. Kalanianaole Collector Sewer, PhII: These funds have been previously
appropriated in Ordinance No. 96-68. This project is a grant condition for
the Hilo Wastewater Treatment Plant.
3. Kaumana Gardens Collector Sewer: These funds have been previously
appropriated in Ordinance No. 97-82. This project is a grant condition for
the Hilo Wastewater Treatment Plant.
