Re: Operating Budget
On May 7, 2008, the County Council adopted Resolution No. 624-08 which transferred $50,000
from the Clerk-Council Services Contingency Relief account to the Solid Waste Fund. The
Contingency Relief funds from the Council District 6 will be used to contract a recycling study
supporting Resolution 356-07 which adopted the principals of zero waste, and to develop a plan
to implement recycling and diversion programs to reach the goal of 85% diversion of solid waste
from the waste stream in three years.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $50,000
into the Recycling Programs - County Funded - OCE account within the Solid Waste Fund.
Since the monies have already been approved for transfer to the Solid Waste Fund, the
Department of Environmental Management would like to request a waiver from the Finance
Committee and to have this bill heard at the Council meeting scheduled for May 20, 2008.

Management.

A. REQUEST:
To amend the FY 07-08 Operating Budget Ordinance No. 07-82, to increase the Solid Waste Fund as
follows:
Revenues: $50,000 085.3609.11 Transfer from General Fund
Expenses: $50,000 085.601.5610.02.115 Miscellaneous Contract Services - Recycling Study
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We are requesting the above appropriation in accordance with proposed Resolution No. 624-08 which was
introduced by Councilman Bob Jacobson. The Resolution transfers $50,000 from Council's Contingency
Relief Fund to the Solid Waste Fund, which is to be used to conduct a recycling study.

Operating Budget For The County Of Hawaii For The Fiscal Year Ending June 30,2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance
for placement on its future agenda.
