Arakaki, Council Cha' Hawai'i County Council RE: Lava Lands Lots Please place this communication on your Finance Committee agenda, for discussion and possible policy formulation. We need a clear policy to address the gifting of lava inundated lands that tax payers do not want and would like to give it as a gift to the County to avoid paying property taxes. K. SCHUTTE, DEPUTY FINANCE DIRECTO SUBJECT: LAVA LAND LOTS Enclosed is a copy of a tax bill for a lot in Kalapana that is inundated with lava. The owner would like to give this parcel to the County at no charge, as he feels the property to be of no value to him at this time, and is not willing to keep the real property taxes current. I believe the County has in the past, received such properties as gifts, however, one must assume that the liability the County must assume is not cost effective. In conclusion it is my suggestion that any property that is inundated by lava should be considered a liability and not accepted. In fact it should be allowed to lapse until it qualifies to be sold at public auction.
