Re: Resolution Transferring Funds
Enclosed is a resolution transferring $305,000 out and from the General Fund's Provision for
Compensation Adjustment account and crediting $270,000 to the Fire Protection OCE account
and $35,000 to the Fire Equipment Maintenance OCE account. There is a budget shortfall in
the Hawaii Fire Department's accounts due to the direct and indirect impact of increased fuel
costs. The direct impact has been identified with increased utility costs and vehicle fuel costs,
and the indirect costs associated with the cost of goods and services inclusive of delivery
charges, mileage claims, and emergency operations associated with large brush fire incidents
and ongoing volcanic eruptions.
There are funds remaining and available in the Provision for Compensation Adjustment account
as funds to cover unbudgeted collective bargaining increases have been transferred out.
To ensure that payments to vendors are done on a timely basis, the Hawaii Fire Department
is requesting a waiver from the Finance Committee and to have this resolution heard at the
Council meeting scheduled for May 20, 2008.

Dear Mr. Takaba,
Accountant IV Gerald Makino recently brought to my attention that our current operating budget
is anticipated to experience shortfalls in specific line items. The shortages are representative of the direct
and indirect impact of increased fuel costs. The direct impact has been identified with increased utility
costs and vehicle fuel costs, and the indirect costs associated with the cost of goods and services inclusive
of delivery charges, mileage claims, and emergency operations associated with large brush fire incidents
and ongoing volcanic eruptions.
Listed below are the respective accounts or line item areas identified as being under budgeted for
the current fiscal year:

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
