RESOLUTION NO. ~'~6 ~
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, Act 190, Session Laws of Hawaii (SLH) 1996, as amended, formed a Task
Force on Beach and Water Safety and established a process for the State and Counties to provide
meaningful and legally adequate warnings to the general public of extremely dangerous natural
conditions in ocean areas adjacent to their respective public beach parks; and
WHEREAS, the Hawaii Fire Department, Ocean Safety Division (OSD) is an appointed
member of the State of Hawaii Task Force on Beach and Water Safety; and
WHEREAS, in tracking park utilization in Hawaii County, the Ocean Safety Division
(OSD) determined that between 2003 and 2007 there has been a substantial increase in the
volume and frequency of park use by residents and visitors; and
WHEREAS, in conjunction with the State's Task Force on Beach and Water Safety and
increase in park use, it is essential to conduct a hazard assessment of beaches and other relevant
coastal recreational sites in Hawaii County that maps, records and rates each beach's location,
physical characteristics, beach and surf hazards, access and facilities; and
WHEREAS, Contingency Relief funds from Council District 8, will be appropriated to
the Hawaii Fire Department, Ocean Safety Division (OSD) to be used to fund a Coastal Hazard
Assessment study of beaches and any other relevant coastal recreational sites in Hawaii County;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Fire Chief and the Director of Finance and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
