RE: Proposed Amendment to Bill 253 (Draft 2), the FY 2008-2009 Capital Budget,
to add Upgrade to the Hawai'i County Radio System from VHF -to 700 Mhz
The Hawai'i County Police Department respectfully requests to amend Bill 253 (Draft 2),
as amended, to add a project and appropriation for the replacement of the current Hawai'i
County VHF radio system to a 700Mhz radio and wireless data transmission system.
As indicated on the attached Project Data/Financial Impact Statement, the estimate for
this project is $89,400,000.00. This estimate is for a "turn key" system completely
overhauling our current 28 year old radio system. This will provide all County agencies a
modern, robust radio and data transmission system that will also provide a means for
interoperable communications with outside agencies.
The project is expected to take a minimum of 50 months for full deployment. Because
this project must be completed before January 1, 2013, when the FCC will discontinue
the County's license at the current frequency, time is of the essence.
The approval of this CIP amendment is necessary to begin this project.

ROJECTIPROGRAM DESCRIPTION.-
The
ESCRIPTION:The project proposes a overhaul of the County's current 28 year old radio system. The proposed system will increase capacity by 300%, have data
transmission capability, and allow for interoperability with other agencies in time of emergency.
PROJECT/PROGRAM JUSTIFICATION:
Federal Mandates 47 CFR 90.203 & Federal Communications Commission (FCC) adopted PR Docket 92-235 has determined the obsolescence of our
current radio system by 2013.
IMPACT ON OPERATIONAL BUDGET:
Radio maintenance costs will rise, currently at approximately, $300,000.00 per year. Projected system maintenance cost estimated at $5,200,000. The
sophistication of the radio system may require the County to create a radio/wireless data engineer's position to provide policy and technical guidance LO -11
