Subject: Proposed Amendment to the FY2008-2009 Operating Budget

Dear Chairman Hoffmann and Council Members,
The Department of Environmental Management respectfully requests to amend the Operating
Budget for FY2008-2009 to include an additional grant for waste reduction and recycling.
We have recently been advised that the Hawaii Island Economic Development Board (HIEDB)
wishes to provide $100,000 to the County of Hawaii to conduct a study of curb side trash and
recycling pick up for the Panaewa and Keaukaha Communities. This funding will be a pass
through of federal grant monies awarded to HIEDB by the United States Environmental
Protection Agency.
The proposed amendment to the FY2008-2009 Operating Budget is enclosed and reflects an
increase in grant revenues and expenditures of $100,000. Your approval of this amendment will
allow us to take advantage of these Federal funds to further our recycling efforts.

Aloha Robin,
The Hawaii Island Economic Development Board has received a grant from the U.S.
Environmental Protection, Agency Region 9, to continue developing and implementing a
sustainable, community - based waste recycling and reuse system on Hawaii Island.
After meeting with Director Bobby Jean Leithead - Todd, Mike Dworsky, Linda Peters and
Terin Gloor, HIEDB and the County have agreed that a study of curb side trash and recycling
pick up for the Panaewa and Keaukaha Communities would greatly assist the county in its efforts
to capture and assess the waste entering our Hilo landfill. Therefore, the Hawaii Island Economic
Development would like to contract our County of Hawaii, Department of Environmental
Management to do this feasibility study. HIEDB would fund this study with a maximum of
($100,000) one hundred thousand dollars from our EPA Grant. Please note that this study must
be completed before the end of the granting period which is September 30, 2008.
Please advise us of the best way for HIEDB and the County of Hawaii to proceed.
