CHASE HOFFMAN KALOKO, NORTH KONA TAX MAP KEY 7-3-24:21 (17.370 acres) From Planning Director Albert Lono Lyman dated October 24, 1986, informing, as requested at the Planning Committee's October 21, 1986 meeting, that he has no objections to the granting of the rezoning request of C. Chase Hoffman. Informs when the matter was discussed by the Planning commission in may of this year, the Department of Public Works had expressed concerns regarding the drainage and roadway problems relative to the entire Kaloko Mauka Subdivision. In light of these concerns, the Planning Director had recommend denial of the application. After further discussion with the Department of Public Works regarding the cited problems, they have concluded that the roadway and drainage concerns can be taken care of through mitigating conditions. Comm. 790.2: AMENDMENT TO CHAPTER 14, ARTICLE 14, HAWAII COUNTY CODE 1983, RELATING TO SMOKING Copy of letter to Mayor Dante K. Carpenter from David McFaull, President, Hawaiian Islands Nonsmokers organization, dated October 15, 1986, asking support of Bill 253. Informs that Honolulu's Public Places Ordinance 85-60 is self-enforcing and no citation has been issued since its enforcement. States Hawaii County's proposed ordinance will also be self-enforcing because it has broadbased support, even among smokers. Koi dated October 15, 1986, submitting for adoption, a bill to change the district classification from an Agricultural 20-acre (A-20a) to an Agricultural 1-acre (A-la) zoned district at Kalaoa 5th, North Kona. Comm. 798: DRAFT HAWAII COUNTY GENERAL PLAN Copy of letter to Planning Director Albert L. Lyman from Deborah Chang Abreu, President, NA ALA HELE, dated October 15, 1986, transmitting her personal views regarding the Draft Hawaii County General Plan. Informs a vote will be taken at their November lst meeting whether the contents of her write-up represent the organization's position. Comm. 800: ENVIRONMENTAL IMPACT STATEMENT PREPARATION NOTICE PROPOSED RESORT HOTEL MAUNA LANI RESORT, SOUTH KOHALA, HAWAII From Anne L. Mapes of Belt, Collins and Associates dated October 24, 1986, submitting an Environmental Impact Statement Preparation Notice for the Ritz-Carlton Hotel Company's proposal to develop a luxury-class resort hotel at Mauna Lani Resort in South Kohala, and requests assistance in preparing the current EIS by providing comments on the proposed project as it relates to the Council's jurisdiction and responsibility, special knowledge, or interest within 30 days of receipt. If all goes as planned, it is expected that the EIS will be available in January 1987, at which time the document will be circulated for public review and comment. Res. 221: MOTOR VEHICLE INSPECTIONS Requests the Fourteenth Hawaii State Legislature to evaluate the Periodic Safety Inspection of Vehicle program to insure that such a program is carried out in a logical and reasonable fashion. Intr. by: Mr. Yamashiro lst Reading: December 4, 1985 Comm. 804: From Planning Director Albert Lono Lyman (Bill 108) dated October 21, 1986, transmitting revised Bill for (AMENDED) an Ordinance No. 108 which amends the Hawaii County Code by including a new chapter relating to State Land Use District Boundary Amendments. Informs the revisions made satisfy Corporation Counsel and reduces red tape by affording the Counties a means to amend State Land Use District boundaries for land areas of fifteen acres or less, except those lands within the State Land Use Conservation District.
