Res. 214: WAIMEA DESIGN PLAN
Adopts the Waimea Design Plan as the official document
to guide future development and construction design in
Waimea.

Res. 215: DESIGNATION OF DOWNTOWN HILO AS AN ENTERPRISE ZONE
Requests the Administration to pursue the designation
of the Downtown Hilo area as an enterprise zone and
directs the Administration to evaluate and recommend
to the Council possible incentives for enterprise
zones within the County of Hawaii.

Res. 216: APPROPRIATE MINIMUM ALTITUDE FOR AIRCRAFT FLYING OVER
NATIONAL PARKS
Supports Senator Spark M. Matsunaga's proposed
legislation which will require that the
U. S. Department of the Interior conduct a study to
determine the appropriate minimum altitude for
aircraft flying over national parks.

City Council to strengthen the penalty for illegal
sales of fireworks in Honolulu.

report on the status of fireworks regulation for the
City and County of Honolulu and the County of Hawaii.

County Code, by changing the district classification
from Agricultural (A-20a) to Agricultural (A-3a),

Comm. 532.40: Copy of letter to Mayor Dante Carpenter from
Representative Virginia Isbell, dated September 5,
1986, regarding an article in West Hawaii Today which
quoted the Mayor as being in favor of the proposed
Waiono Meadows development because of the need for
more affordable housing; further, until a complete
flood plan is in place and what is necessary to
prevent greater flooding, recommends a moratorium be
placed on lands of Kona above the 800-foot level.
532.41: From Raymond T. Takiue, President, Waiaha Kumiai,
dated September 8, 1986, informing the members of the
Waiaha Kumiai, composed of over 50 families, have
taken a position opposing the Waiono Meadows Ranch
rezoning request because of the flooding problems;
believes the development can only aggravate a bad
situation which already exists, and endanger the lives
of properties of those who live in the area below.
532.42: From William S. Kawahara, dated September 10, 1986,
submitting a statement relative to the Waiono Meadows
rezoning request. Feels denial of the proposal will
not solve Kona's flooding problems and suggests that
as a condition of final approval, the developer
excavate the first crater before doing anything else
so that the underground structure can be examined.
532.43: From Shoji Kawahara, Chairman, Pro tern, dated
September 9, 1986, requesting that the next scheduled
meeting of the Committee on Planning be held in Kona
at the Imin Center during the evening hours so as not
to pose a conflict with the working hours of many of
the concerned citizens in the community who have not
been able to be present or give testimony because of
the times and distances involved.
