Also, urges the Council to provide the Planning Department with the authority and resources necessary to enforce provisions contained in development design manuals submitted to it. 711.1: Copy of letter to Planning Director Albert Lono Lyman from J. C. Tyler, Jr., Chairman, West Hawaii Committee, dated August 13, 1986, regarding their concerns on the Kaloko Industrial Subdivision. Comm. 720: INVITATION TO THE THIRD INTERNATIONAL CONFERENCE OF NUCLEAR FREE ZONE LOCAL AUTHORITIES From Mayor Dante K. Carpenter ate August 1986, transmitting an invitation to the Third International Conference of Nuclear Free Zone Local Authorities which will be held in Perugia, Italy, in October of this year. Jitchaku-Inouye dated July 1, 1986, transmitting, in light of the recent problem regarding the rezoning denial of the Kapaanui Development in North Kohala, a legislative proposal and justification sheet relating to Land Use. Requests that the Council include the proposal as part of the 1987 Legislative package. Feels this correction to the land use law is essential to allow development of other marginal lands classified as "Agricultural." 676.1: From Planning Director Albert Lono Lyman dated August 8, 1986, transmitting comments on Councilwoman Jitchaku-Inouye's legislative proposal to amend Chapter 205, HRS, relating to permitted uses within the State Land Use Agricultural District. Comm. 679: REZONING REQUEST - WAIONO MEADOWS RANCH, LTD. (Bill 221) PUAPUAAIKI, PUAPUAANUI, HOLUALOA lst, 2nd and 4th and KAHULUI 2nd, NORTH KONA TMK: 7-6-01:11 7-6-02:1 & 14 and 7-5-15:2 & 12 (1,813+ acres) From Planning Commission criairperson ar ara 1 dated July 11, 1986, submitting for adoption, a bill to change the district classification from Agricultural 1-acre (A-la), 5-acre (A-5a) and 20-acre (A-20a) to Agricultural 3-acre (A-3a), 50-acre (A-50a), 100-acre (A-100a) and 1,000-acre (A-1000a) zoned district at North Kona. Comm. 532: Copy of letter to Mr. William S. Kawahara from Planning Director Albert Lono Lyman, dated February 24, 1986, informing that his letter cannot be made a part of the official record on the Waiono Meadows Ranch rezoning request, however, suggests that his thoughts be known to the County Council once the application is forwarded for appropriate action. 532.1: From Wayne S. Ogata dated April 15, 1986, transmitting communications from himself and the Planning Department regarding the rezoning request of Waiono Meadows Ranch, Ltd. 532.2: From Alice Tredway, dated May 22, 1986, expressing her support of the Waiono Meadows development. Rosen, President, Holualoa Business and Professional Association, dated May 22, 1986, informing of their organization's support of the rezoning request of Waiono Meadows Ranch. 532.4: From William L. Brooks, Creative Environments, dated June 6, 1986, voicing support for the Waiono Meadows Ranch project for reasons, as stated. 532.5: From R. Tai Lake, Lake Construction, dated June 10, 1986, urging that Waiono Meadows be encouraged to pursue its plans in the format they have proposed, as he feels this proposal will allow them the margins they require to fully address the existing problems and the anticipated impacts associated with this development. 532.6: From Shoji Kawahara, Chairman, pro tem, ad hoc committee, dated June 12, 1986, submitting for consideration, a Position Statement, and urges the Council to deny the proposal of Waiono Meadows Ranch, Ltd. because of the possibility of increased and aggravated flooding in the area. 532.7: From Representative Virginia Isbell dated June 27, 1986, regarding a position paper she received from the ad hoc committee opposing the proposed development of Waiono Meadows Ranch, Ltd. 532.8: From Gene Shelley dated July 14, 1986, commenting on the amended Waiono Meadows Ranch Environmental Assessment. 532.9: From Herb Ching regarding his support of the rezoning request of Waiono Meadows Ranch. 532.10: From Suanne Nakagawa dated July 16, 1986, regarding her support of the rezoning request of Waiono Meadows Ranch. 532.11: From Shoji Kawahara, Chairman pro tem, Ad Hoc Committee, dated July 25, 1986, commenting on Planning Commission Chairperson Barbara Koi's transmittal letter to the Council dated July 11, 1986, regarding the rezoning request of Waiono Meadows Ranch, Ltd. 532.12: From Yasu Takeguchi, a resident and property owner residing immediately below the proposed Waiono Meadows Ranch, Ltd, development, dated August 2, 1986, expressing opposition to the development because of concerns of possible flooding, similar to the Keopu Heights and Hualalai Farms subdivisions. PC-37 Page 5 August 26, 1986 532.13: From George and Karen Yasuda dated August 5, 1986, expressing their concern on the flooding problem and asks the Council to make a decision that will not jeopardize any of the farms, residences, businesses and lives that are below the proposed Waiono Meadows subdivision. 532.14: From Arlene K. Ogata, a lifelong resident of Holualoa, dated August 5, 1986, regarding her fear of the dire consequences of flooding, should the proposed Waiono Meadows development be approved. 532.15: From Marion Furuuchi, a resident of Waiaha and full-time employee at Waiono Meadows, dated July 24, 1986, supporting the rezoning request of Waiono Meadows as she feels the equestrian facility at Waiono could be the best thing for Kona; feels confident that the developers are aware of the existing drainage problems and what they are offering could alleviate the future problem of flooding. 532.16: Testimony presented by Yoshitaka Takashiba, a consultant for the Farms of Kapua and Waiono Meadows Ranch, at the July 29th Planning Committee meeting, who feels the wells to be dug in Waiono Meadows Ranch will reduce the volume of water. 532.17: From Wilton Wong, President, Kona-Kohala Chamber of Commerce dated July 28, 1986, stating that after reviewing the proposed Waiono Meadows Ranch development, supports it, if the County Council and the County Administration can insure the developer will provide acceptable and reasonable flood control measures. 532.18: From Keola Childs dated July 25, 1986, informing he has reviewed the proposed subdivision layout; is familiar with the applicant's flood control program, and feels that with their agreement to cause any design overflows to run back into historic channels determined by the Public Works Department; and their maintenance program for drainage structures, the community as a whole will benefit from this low density development. 532.19: From Joe Gomes dated July 28, 1986, supporting the Waiono Meadows subdivision because he feels it is the best use for the land. States the three rivers that drain the property will take care of the biggest part of the water and the big holes will take care of the rest of the water. PC-37 Page 6 August 26, 1986 532.20: Copy of a letter to Planning Commission Chairperson Barbara Koi from William L. Wong, Certified Public Accountant, dated January 28, 1986, strongly supporting the proposed Waiono Meadows Ranch development and change of zone application, assuming that a 100-year flood study and drainage plan is completed. 532.21: From Raymond L. Mau dated July 23, 1986, supporting the rezoning request of Waiono Meadows Ranch for reasons, as listed. 532.22: From Bruce Chaloupka, President of the Mauna Kea Polo Club, dated July 28, 1986, supporting the rezoning request of Waiono Meadows Ranch and feels Waiono Meadows will provide the Kona area with a first rate horse center and that the plan to build an arena of regulation size for stadium polo is an event that their club members are eagerly awaiting. 532.23: From Clinton Taylor, Executive Director of Hawaii Island Economic Development Board (HIEDB) dated July 29, 1986, informing that their organization strongly endorses the Waiono Meadows Ranch's rezoning request. They have reviewed the subdivision plan for this project and feel that excellent attention has been given to the drainage question which has inversely impacted other developments in the area in the past. Feels the project will support the expansion of both the small parcel agricultural industry and the Kona Kohala visitor industry. 532.24: From James S. Greenwell, President, Lanihau Corporation, owner of the property abutting Waiono Meadows along the mauka boundary, dated July 22, 1986, supporting the rezoning request of Waiono Meadows. States that while no one is suggesting that this or any other proposed development of this property can ever provide a guaranteed solution to the historical flooding problem, believes that the developers have been responsive and conscientious in their efforts to reasonably address and satisfy both the public requirements as well as the concerns which have been raised by the private sector. 532.25: From George Gouveia, a resident of Holualoa, dated July 28, 1986, supporting the rezoning request of Waiono Meadows Ranch. Because of the severe flooding that has caused much damage in the past, asks the Council to require that all safeguards incorporated in the development's drainage plan be implemented. PC-37 Page 7 August 26, 1986 532.26: From Wayne Ogata dated August 6, 1986, recommending denial of the rezoning request of Waiono Meadows Ranch, Ltd. for reasons, as listed. 532.27: From Mitsugi Inaba, a concerned resident and property owner residing immediately below the proposed Waiono Meadows Ranch, Ltd. development, dated August 7, 1986, submitting comments in opposition to the project because of the flood hazards which exist in the area. Believes the County must not approve or allow any major development in the flood plains and drainageways identified in the North Kona Flood Plain Management Study until the issues of containment and channelization of flood waters from the upper slopes safely down to the ocean is fully addressed and resolved. States approval based only on concerns for containment of flood waters within the project site in a flood plain in totally inadequate and shortsighted. 532.28: From Yasu Takeguchi, a 40-year resident and property owner of land immediately below the proposed Waiono Meadows Ranch, Ltd. development, dated August 2, 1986, expressing opposition to the development due to his concerns of possible flooding similar to that experienced by Keopu Heights and Hualalai Farms subdivisions. 532.29: From Bill Cook, Executive Director, Kona-Kohala Chamber of Commerce, dated August 11, 1986, informing that since the Planning Committee's July 29, 1986 meeting, their Board of Directors has reaffirmed their continued support of the proposed Waiono Meadows Ranch development because they feel the developers are committed to meet all governmental requirements, including those relative to drainage. 532.30: From William S. Kawahara dated August 11, 1986, transmitting copy of his January 29, 1986 letter to the Planning Commission, and expressing his concern of the flooding problem in the area. 532.31: From Jim Nottage, President, Jim Nottage Insurance, Inc., dated August 11, 1986, recommending approval of the rezoning request of Waiono Meadows Ranch. 532.32: From George Yasuda dated August 10, 1986, expressing his concerns on the proposed Waiono Meadows Ranch subdivision, and requests a written reply by August 27, 1986, on questions, as listed. PC-37 Page 8 August 26, 1986 532.33: From Hiroyuki Mori dated August 12, 1986, opposing the rezoning request of Waiono Meadows Ranch, Ltd. because he believes it will have unknown environmental consequences, as has been experienced most recently with the development at Keopu Heights, located approximately two miles north of the proposed development. 532.34: From Mitsugi Inaba dated August 11, 1986, informing that, as a lifelong resident and property owner residing below the proposed development and having witnessed and experienced flooding in the past, he opposes the proposed zone change. Feels the developers' proposed alternatives for controlling or minimizing the flood hazards are inadequate, based on his concerns, as listed. 532.35: From Sam Rosen, President, Holualoa Business and Professional Association, dated August 8, 1986, informing that his letter of May 22, 1986, which was sent to the Planning Commission supporting the rezoning of Waiono Meadows Ranch, was a copy of the letter sent to the Planning Commission on January 25, 1986. It was sent by him, as President of H.B.P.A., without the approval of the Board of Directors or its members. Informs this was in error, and he takes full responsibility for his action. 532.36: From Irene Okumura, expressing her concern on the proposed subdivision by Waiono Meadows Ranch, Ltd., as a lifelong resident of the Holualoa area who has witnessed the destructive power of flood waters in the area, who has seen the results of many years of hard work washed away in a matter of minutes by flooding, and who knows of two people whose lives were taken away by flood waters in the area. 532.37: From Planning Committee Chairman Takashi Domingo dated August 14, 1986, advising that 79 letters from individuals recommending disapproval of the proposed plans for the Waiono Meadows development were received at the public hearing in Kona on August 11, 1986. 532.38: From Roy Y. Takeyama, of Takeyama and Sullivan, Attorneys at Law, dated August 14, 1986, transmitting an amendment to Bill 221. PC-37 Page 9 August 26, 1986 Comm. 701: From Sherwood R. H. Greenwell, President, Kealakekua Ranch, Ltd., dated July 23, 1986, regarding the effectiveness of their storm catchments which they developed in the late 1960s to control their water runoff. Pet. 4: From concerned citizens of North Kona requesting the County government to give careful consideration and close scrutiny in reviewing the proposed request by the owners of the Waiono Meadows Ranch.
