Herkes dated July 11, 1986, submitting proposals to revise the Kona Regional Plan. Comm. 638.1: STUDENT GOVERNMENT AT WEST OAHU COLLEGE Copy o letter to Kauai Councilman Bill Kaipo Asing from Mike Chun, dated July 2, 1986, responding to his request for information regarding the formation of a student government at West Oahu College. Comm. 658.1: REPEALING ORDINANCE - BILL NO. 210 TO REPEAL CHANGE OF ZONE ORDINANCE NO. 83-55 ICHIRO MATSUNAGA TAX MAP KEY: 2-2-24:12 From Planning Director Albert Lono Lyman dated July 16, 1986, regarding the County Clerk's request that they review Bill No. 210. Informs they have forwarded the proposed ordinance back to the Corporation Counsel's office for their further review, specifically, asking whether or not additional language is necessary in the repealing ordinance to reinstate the original RS-10 zoning of the property. Comm. 676: 1987 LEGISLATION PROPOSAL From Councilwoman Lorraine R. Jitchaku-Inouye dated July 1, 1986, transmitting, in light of the recent problem regarding the rezoning denial of the Kapaanui Development in North Kohala, a legislative proposal and justification sheet relating to Land Use. Requests that the Council include the proposal as part of the 1987 Legislative package. Feels this correction to the land use law is essential to allow development of other marginal lands classified as "Agricultural." Comm. 679: REZONING REQUEST - WAIONO MEADOWS RANCH, LTD. (Bill 221) PUAPUAAIKI, PUAPUAANUI, HOLUALOA 1st, 2nd and 4th and KAHULUI 2nd, NORTH KONA TMK: 7-6-01:1, 7-6-02:1 & 14 and 7-5-15:2 & 12 (1,813+ acres) From Planning Commission Chairperson Barbara A. Koi dated July 11, 1986, submitting for adoption, a bill to change the district classification from Agricultural 1-acre (A-la), 5-acre (A-5a) and 20-acre (A-20a) to Agricultural 3-acre (A-3a), 50-acre (A-50a), 100-acre (A-100a) and 1,000-acre (A-1000a) zoned district at North Kona. Comm. 532: Copy of letter to Mr. William S. Kawahara from Planning Director Albert Lono Lyman, dated February 24, 1986, informing that his letter cannot be made a part of the official record on the Waiono Meadows Ranch rezoning request, however, suggests that his thoughts be known to the County Council once the application is forwarded for appropriate action. 532.1: From Wayne S. Ogata dated April 15, 1986, transmitting communications from himself and the Planning Department regarding the rezoning request of Waiono Meadows Ranch, Ltd. 532.2: From Alice Tredway, dated May 22, 1986, expressing her support of the Waiono Meadows development. 532.3: From Sam B. Rosen, President, Holualoa Business and Professional Association, dated May 22, 1986, informing of their organization's support of the rezoning request of Waiono Meadows Ranch. 532.4: From William L. Brooks, Creative Environments, dated June 6, 1986, voicing support for the Waiono Meadows Ranch project for reasons, as stated. PC-35 Page 3 July 29, 1986 532.5: From R. Tai Lake, Lake Construction, dated June 10, 1986, urging that Waiono Meadows be encouraged to pursue its plans in the format they have proposed, as he feels this proposal will allow them the margins they require to fully address the existing problems and the anticipated impacts associated with this development. 532.6: From Shoji Kawahara, Chairman, pro tem, ad hoc committee, dated June 12, 1986, submitting for consideration, a Position Statement, and urges the Council to deny the proposal of Waiono Meadows Ranch, Ltd. because of the possibility of increased and aggravated flooding in the area. 532.7: From Representative Virginia Isbell dated June 27, 1986, regarding a position paper she received from the ad hoc committee opposing the proposed development of Waiono Meadows Ranch, Ltd. 532.8: From Gene Shelley dated July 14, 1986, commenting on the amended Waiono Meadows Ranch Environmental Assessment. 532.9: From Herb Ching regarding his support of the rezoning request of Waiono Meadows Ranch. 532.10: From Suanne Nakagawa dated July 16, 1986, regarding her support of the rezoning request of Waiono Meadows Ranch. Pet. 4: From concerned citizens of North Kona requesting the County government to give careful consideration and close scrutiny in reviewing the proposed request by the owners of the Waiono Meadows Ranch. Comm. 681: BILL NO. 186 - RELATING TO DEVELOPMENT AGREEMENTS From Jerry Rothstein dated July 15, 1986, commenting on Bill 186. Comm. 682: HAPUNA From Tom Beach dated July 11, 1986, regarding Hapuna. Comm. 684: REZONING REQUEST - STEPHEN ZUCKERMAN (Bill 223) KALOKO, NORTH KONA TMK: 7-3-08:67 (10.496 acres) Fromm Planning Commission Chairperson Barbara A. Koi dated July 15, 1986, submitting for adoption, a bill to change the district classification from an Agricultural 3-acre (A-3a) to an Agricultural 1-acre (A-la) zoned district at Kaloko, North Kona. PC-35 Page 4 July 29, 1986 Informs the Planning Director has recommended denial of the change of zone request, per the attached reasons for denial. Comm. 685: REVISIONS TO THE HAWAII STATE PLAN From Kent M. Keith, Chairman, State Plan Policy Council, Department of Planning and Economic Development, dated July 8, 1986, transmitting a document which presents amendments to the Overall Theme, Goals, Objectives, Policies and Priority Guidelines of the Hawaii State Plan, Chapter 226, HRS, as adopted by the Thirteenth State Legislature on April 17, 1986. These amendments were approved by Governor George R. Ariyoshi and signed into law as Act 276 on May 29, 1986. Informs a complete, revised publication of the Hawaii State Plan, as amended, will be made available in the near future. Comm. 695: HAWAII STATE ASSOCIATION OF COUNTIES - COMMUNICATIONS Copy o memo to H.S.A.C. Vice-Presidents from H.S.A.C. President Takashi Domingo dated July 10, 1986, regarding H.S.A.C. Communications. Comm. 699: BILL NO. 149, REZONING OF REAL PROPERTY SITUATED AT (Bill 149 KAPAANUI AND KOU, NORTH KOHALA Amended) TMK: 5-7-02:11 (por) - AHUALOA DEVELOPMENT INC. From Sandra Pechter-Schutte dated July 21, 1986, submitting for adoption, an amended version of Bill 149, relating to the rezoning of real property situated at Kapaanui and Kou, North Kohala from Unplanned (U) to Agricultural (A-la), which was developed as a result of the agreements reached between the developer of the property, Ahualoa Development, and the residents of North Kohala. Transmits a report from Paul Rosendahl, the archeologist for the subject project, which details all of the significant archeological features on the property that will be preserved as part of the development of the project. Also transmits all communications between Ahualoa Development, the North Kohala Business Association and the North Kohala Community Association regarding the provisions of Bill No. 149. Santos, President-Elect, Hawaii Island Portuguese Chamber of Commerce, dated July 1, 1986, informing that their organization unanimously supports the rezoning request of Ahualoa Development, Inc. for reasons, as listed. Also, informs that they, along with the Big Island Business Council and many elected officials, would like to see the Land Use Commission eliminated to let each county make their own land use decisions, thereby, giving them more home rule. 468.8: Copy of letter to Sandra E. Pechter-Schutte, Esq., from Jean Sunderland, Chairman, Planning and Land Use Committee, Kohala Community Association, dated June 25, 1986, regarding their association's concerns on the Ahualoa rezoning.
