BOUNDARIES
From Corporation Counsel Ronald Ibarra dated
January 16, 1987, responding to Council Chairman
Stephen Yamashiro's inquiry whether the boundaries for
the special management area are to be set by the county
council or by the planning commission.
Comm. 917: REPORTS FROM STATE LEGISLATIVE AUDITOR
From Council Chairman Stephen K. Yamashiro dated
January 23, 1987, submitting for disposition, reports
received from the Office of the Legislative Auditor,
State of Hawaii, regarding selected job classes and
sunset evaluations.
Comm. 918: FIREWORKS BILL & FIREWORKS RELATED INCIDENTS
From Fire Chief Francis E. Smith dated
January 20, 1987, submitting copy of a fireworks bill
which the Hawaii Fire Council will be submitting to the
1987 Legislature for consideration. The intent of the
bill is to control fireworks on a statewide basis in
line with the other 49 states.
Also, submits the number and dollar losses of the State
of Hawaii Fireworks Related Incidents.
918.1: From James W. Silver dated January 28, 1987, submitting
a newspaper clipping from the Honolulu Advertiser dated
January 27, 1987, regarding the Hawaii Fire Council's
desire to have the Legislature enact a uniform
statewide fireworks control law, and informs he is in
support of the proposal.

Comm. 923: APPLICATION OF MR. QUENTIN ARBO FOR SPECIAL PERMIT TO
CONSTRUCT A HARDWARE STORE, POST OFFICE AND
OFFICE/RETAIL BUILDING ON TMK: 9-2-83:3 & 4
From Lewis T. Sterry, President, and James Higgins,
Treasurer, Ocean View Investment Company, Inc., dated
January 20, 1987, informing their organization owns a
parcel of land on the makai side of the Hawaii Belt
Road across from where Quentin Arbo proposes to build a
hardware store and shopping complex and feels the
application should not be approved for reasons, as
listed.
923.1: Letter to Councilman Herkes from Lee Taylor, Secretary,
Ocean View Investment Company, Inc., dated January 20,
1987, informing of the background of the special use
permit granted to their organization for commercial and
industrial use at Hawaiian Ocean View Ranchos and that
during the past 17 years, their group has satisfied all
demands of government at significant expense to them
with no financial return.
States that the granting of Mr. Arbo's request appears
contrary to current policies of planned development and
appeals to the Council to review and, if possible,
rectify what seems to be an error in best utilization
of existing zoned lands.
Comm. 929: DRAFT - "WEST HAWAII HOUSING: ACTIONS TO IMPROVE
AFFORDABILITY AND REQUIREMENTS FOR EMPLOYEE HOUSING"
From Planning Director Albert Lono Lyman dated
January 26, 1987, transmitting a draft entitled
"West Hawaii Housing: Actions to Improve Affordability
and Requirements for Employee Housing," which was
prepared by Dr. Bruce Plasch of Decision Analysts
Hawaii, Inc. in conjunction with the County's General
Plan review, and requests comments on the draft by
February 28.
Comm. 930: "FINAL REPORT OF THE ADVISORY COMMITTEE TO STUDY
OVERLAPPING STATE AND COUNTY FUNCTIONS"
From Council Chairman Stephen K. Yamashiro dated
February 2, 1987, submitting for review and
disposition, the "Final Report of the Advisory
Committee to Study Overlapping State and County
Functions."

Pet. 7: SUPPORT OF LEGISLATION
From David B. Wells, President, and Ruby Bollum,
Recording Secretary, Hawaiian Ocean View Estates
Community Association, Inc., dated January 9, 1987,
transmitting a resolution supporting legislation to
change present laws to make it mandatory that laws
governing public highways also govern all roads in
Hawaiian Ocean View Estates.
Also, transmits a petition supporting legislation to
change laws to require that everyone driving within the
state have a valid driver's license; that all vehicles
be licensed and properly inspected by the State of
Hawaii at an approved inspection station; and that
proper no-fault insurance be maintained.
Res. 263: CONSTRUCTION OF MONUMENT - MEMORIUM TO VIETNAM VETERANS
Supports the Veterans of the Vietnam War, Inc.,
Hawaii Post I, in their statewide campaign to construct
a monument in memory of the 43 Big Island men who
courageously gave their lives during the Vietnam
crisis. The memorial will basically be a memorium to
Vietnam Veterans and can also serve as a tribute to
those Missing In Action (MIA's) and become the symbolic
beacon and rallying point for the surviving families,
the veterans, and the entire community.
