Comm. 335.1: ORDINANCE NO. 820, KEAUHOU RESORT AREA
From Wallace K. Tirrell, President,
Kamehameha Investment Corporation, dated
November 18, 1986, transmitting, in accordance with the
requirements of Ordinance No. 820, Keauhou Resort's
4th Annual Report of the progress of their development
activities in connection with the rezoning granted on
September 8, 1982.
Also transmits a detailed listing of the conditions set
forth in Ordinance No. 820 and a status report on each
condition.
Comm. 677.1: PUNALU'U ENVIRONMENTAL IMPACT STATEMENT
From Ka 'Ghana o Ka Lae, dated November 29, 1986,
informing they oppose the proposed Punalu'u resort
development by C. Brewer Properties in the interest of
appropriate development for their region and feel that
the draft Environmental Impact Statement (EIS) is
inadequate and should be rejected by the County.
Comm. 790.9: AMENDMENT TO CHAPTER 14, ARTICLE 14, HAWAII COUNTY
CODE 1983, RELATING TO SMOKING
From Alan M. Okamoto, Attorney At Law, dated
November 18, 1986, as legal representative in the
County of Hawaii for the Tobacco Institute, informs of
their opposition to Bill 253, Draft 2, for reasons, as
listed.
790.10: From Henry Otani, President, Big Island Business
Council, dated November 21, 1986, informing that the
BIBC, at its November 19, 1986 meeting, took a stand to
strongly oppose Bill 253 because they are concerned
about the management rights of owners of private
business entities. They feel it is a management
decision or one of collective bargaining, to allow
smoking or non-smoking of employees within the
respective business offices or entities.

Comm. 837: FINAL REPORT - PANAEWA AND KAWAIHAE
ECONOMIC DEVELOPMENT PLANS
From Georgiana K. Padeken, Chairman, State Department
of Hawaiian Home Lands, dated November 25, 1986,
informing that on June 27, 1986, the Hawaiian Homes
Commission accepted the Department of Hawaiian Home
Lands' (DHHL) Panaewa and Kawaihae Economic Development
Plans and authorized DHHL to proceed towards
implemention. Also, transmits copies of the final
reports.
Comm. 841: APPOINTMENT TO PLANNING COMMISSION

submitting for confirmation, the following appointee to
the Planning Commission:
Tommy Ishimaru, a democrat from Ka'u, for a
term to expire on December 31, 1991, to fill
the vacancy created by the expired term of

Comm. 852: PROPOSED AMENDMENT TO LAND USE COMMISSION RULES

Commission, dated November 26, 1986, transmitting for
information and review, a copy of the Land Use
Commission's proposed amendment to its Rules, which is
intended to provide procedures to implement Act 93/1986
SLH, which requires that the Land Use Commission act on

-cont'd- Section 359G-4.1, HRS, housing projects within a 45 day
period.
Also, transmits copy of the notice of the public
hearings which are scheduled for January 1987.
Comm. 854.2: MOTOR VEHICLE INSPECTION LAW
From James W. Silver dated December 3, 1986, informing
that the State should eliminate its motor vehicle
inspection law and feels that safety checks should be
made only at the time of purchase or selling of a car.
Also urges the Council to override the Mayor's veto of
Bill 260 which provides notice that the County of
Hawaii will not be involved in the enforcement of the
State DOT's rules and regulations relating to periodic
vehicle safety inspections effective June 30, 1987.

Comm. 864: ENVIRONMENTAL IMPACT STATEMENT PREPARATION NOTICE
PROPOSED SOUTH KOHALA RESORT, SOUTH KOHALA, HAWAII
From Anne L. Mapes o Belt Collins and Associates,
dated December 16, 1986, regarding Mauna Kea
Properties, Inc.'s proposal to develop a self-contained
resort community on 540 acres of land in South Kohala.
Informs that on November 24, 1986, Mauna Kea Properties
submitted a Special Management Area Use permit petition
and a Shoreline Setback Variance application to the
Planning Department for the proposed project.
Consequently, the Planning Department determined that
due to the Shoreline Setback Variance request, an
Environmental Impact Statement (EIS) shall be prepared
in accordance with Chapter 343, Hawaii Revised Statutes
(HRS).
Requests assistance in preparing the EIS by providing
comments on the proposed project as it relates to the
Council's jurisdiction and responsibility, special

Comm. 864 knowledge, or interest within 30 days of the
-cont'd- December 8, 1986 EIS Preparation Notice publication in
the Office of Environmental Quality Control Bulletin.
If all goes as planned, the EIS will be available in
April 1987, at which time the document will be
circulated for public review and comment.
Comm. 868: GENERAL PLAN ECONOMIC ANALYSIS
From Planning Director Albert Lono Lyman dated
December 16, 1986, regarding the consulting contract
assigned to Pannell, Kerr, Forster at the start of the
General Plan Revision Program in 1984, which provides
an economic overview of the island, its recent past,
and future prospects. Informs the report which
resulted from this contract has been used in preparing
the economic projections in the current General Plan
Revision draft and as a data base for many of the
profiles found in the General Plan draft document.
States a key part of the report is Section VI which
describes the Econometric Model, located in the
Planning Department, which has been used to project
overall population levels and provides a series of
other outputs based on economic assumptions inputted.
Comm. 871: FLUORIDATION
From K. Kanemori dated December 19, 1986,
objecting to fluoridation of the County's water for
reasons, as listed.
Also, transmits copy of a letter to the editor of the
Hawaii Tribune Herald dated December 18, 1986, from
Lisa Stein of Honolulu, who was born and raised in
Tucson, Arizona, where the water is fluoridated,
describing the bad effects it had on her teeth.
Comm. 872: APPOINTMENT TO KAILUA VILLAGE SPECIAL DISTRICT AND
URBAN DESIGN REVIEW COMMISSION
From Mayor Dante K. Carpenter dated December 2 , 1986,
submitting for confirmation, the reappointment of
Shirley D. Lewis, an independent businesswoman from
Kona, to the Kailua Village Special District and Urban
Design Review Commission for a term to expire on
December 31, 1990. She is presently serving on the
Commission but her current term will expire on
December 31, 1986.

made since the Planning Commission had already voted to
recommend approval of the request with conditions as
originally presented. Informs his letter will be
forwarded to the Council for consideration.
