Copy of letter to Mayor Dante K. Carpenter from
David McFaull, President, Hawaiian Islands Nonsmokers
organization, dated October 15, 1986, asking support of
Bill 253.
Informs that Honolulu's Public Places Ordinance 85-60
is self-enforcing and no citation has been issued since
its enforcement. States Hawaii County's proposed
ordinance will also be self-enforcing because it has
broadbased support, even among smokers.
790.3: From Lyle G. Jensen informing of his support of
Bill 253 and strongly urging that restaurants be
included to at least provide decent non smoking
sections.

dated October 31, 1986, urging the passage of Bill 253

790.6: not choose to be a part of the smoking ban, except
(continued) under Section 14-21(h), which permits the owner of the
service station to make a decision as to whether
smoking will be banned or not.
790.7: From Joli Quentin Kansil dated November 5, 1986,
congratulating Council Chairman Stephen Yamashiro on
his proposal to ban outright the sale of all smoking
materials in Hawaii County. Offers the assistance of
himself and Dave McFaull of the Hawaiian Islands
Nonsmokers Organization in getting his proposal adopted.
790.8: From Richard C. Botti, Executive Director, Hawaii Food
Industry Association, dated November 10, 1986,
informing their organization does not oppose Bill 253,
Draft 2, so long as it is left intact but are opposed
to banning of tobacco, since it would create a black
market, hurt retail sales and profits, reduce state
revenues substantially, and create a new class of
hardworking otherwise honest criminals.
