Blomquist, Secretary, Kona Palisades Estates Community Association, dated March 17, 1987, informing of their organization's concern of how the developments at Keahole Airport and its surrounding area will affect their quality of life. Feels that recreational, agricultural, marine and industrial type of development would be best suited for the area. Comm. 1028: DEVELOPMENT AT MAKALAWENAL NORTH KONA Copy of letter to Planning Director Albert Lyman from William Graham, Life of the Land Big Island representative, dated March 16, 1987, expressing their concern about the repercussions of developing an intermediate scale resort complex at Makalawena, North Kona, and hopes that the County and State governments will be able to work with Bishop Estate to bring about a fair plan to implement the natural park alternative. Comm. 1029: BAN ON FIREWORKS Copy of letter to Senator Richard Henderson from Clyde E. Borman, Resident/Manager, Association of Owners, Kona Sunset Villas, dated March 17, 1987, informing of the need for a total ban on fireworks sales in the State of Hawaii for reasons, as listed. Comm. 1032: AMENDMENTS TO GENERAL PLAN LAND USE PATTERN (Bill 348) ALLOCATION GUIDE (LUPAG) MAP AND GENERAL PLAN PETITIONER: HUEHUE RANCH TAX MAP KEY 7-2-04:5 and 16 From Planning Commission Chairman Thomas A. Krieger dated March 24, 1987, submitting for adoption, a bill amending the General Plan Land Use Pattern Allocation Guide (LUPAG) Map and General Plan for Huehue Ranch. Support Of The Petition, which was prepared by the Planning Department and approved by the Planning Commission. Also transmits copies of the Final Environmental Impact Statement which includes maps designating the subject property. Res. 294: AMERICA'S CUP YACHTING REGATTA Congratulates Skipper Dennis Connor and the crew of the Stars and Stripes for regaining the America's Cup title on February 4, 1987; urges the American yachting community to select Hawaii as the site for the 1990-91 America's Cup challenge races and to consider utilizing the waters off the Big Island of Hawaii for their training. Matsunaga's efforts in introducing a comprehensive package of legislative proposals designed to extend and improve benefits and services for the nation's veterans. Matsunaga s efforts to retain the New GI Bill, co-sponsored with Senate Veteran's Affairs Committee Chairman Alan Cranston in 1985, which is intended to make permanent that three-year trial program of educational benefits for individuals initially entering military service from July 1, 1985 through June 30, 1988. UNFINISHED BUSINESS Comm. 915: AUTHORITY FOR SETTING OF SPECIAL MANAGEMENT AREA BOUNDARIES From Corporation Counsel Ronald Ibarra dated January 16, 1987, responding to Council Chairman Stephen Yamashiro's inquiry whether the boundaries for the special management area are to be set by the county council or by the planning commission. Comm. 975: REZONING REQUEST - NICHOLAS RAIMONDO (Bill 337) OOMA lst, NORTH KONA TAX MAP KEY 7-3-07:44 (4.472 acres) Fron Planning Commission Chairman Thomas A. Krieger dated February 19, 1987, submitting for adoption, a bill to change the district classification from an Unplanned (U) to an Agricultural 1-acre (A-la) zoned district at Ooma 1st, North Kona, Hawaii. 975.1: From Donald C. States once the rezoning has been approved under the present and "active" rules, Mr. Raimondo will make a land use change application, if requested by the Council, and that he has no intention of changing the subdivision plans at this time, thus the usage and size of the lots will not change. Carpenter dated March 10, 1987, submitting for consideration and confirmation, the following appointments to the Kailua Village Design Commission: Ms. Alfie R. Fujitani, to a one-year term, to expire December 31, 1987; Ms. Shirley D. Lewis, to a one-year term, to expire December 31, 1987; Ms. Gloria P. Bartolome, to a two-year term, to expire December 31, 1988; Mr. R. Kelly Greenwell, to a two-year term, to expire December 31, 1988; Mr. William L. Wong, to a two-year term, to expire December 31, 1988; Ms. Fanny K. Au Hoy, to a three-year term, to expire December 31, 1989; Mr. George Iwasaki, to a three-year term, to expire December 31, 1989; Mr. Robert D.
