REPORT
From Russell Kokubun, Member, HSAC Inter-Governmental
Relations Committee, dated August 4, 1987, submitting a
report of the meeting of the Committee held on July 31,
1987, at City Hall. Action is required on: D. 1988
Legislative Program Policy Statement.
Comm. 1228: APPOINTMENT TO THE GEOTHERMAL ENERGY ADVISORY COMMITTEE
From Mayor Dante K. Carpenter dated August 5, 1987,
informing he has appointed Mr. Frank R. Hicks of Hilo
to the Geothermal Energy Advisory Committee.
Mr. Hicks, who has extensive experience in the power
generation and alternate energy fields and is a retired
engineer and consultant, will serve until December 5,
1988.
Comm. 1230: GENERAL PLAN REVISIONS
From Planning Director Albert Lono Lyman dated
August 7, 1987, transmitting copies of the listings of
revised amendments to the LUPAG map and draft
documents, and corrected pages to the Draft General
Plan. Informs the revisions are being forwarded to the
Planning Commission for consideration at its August 18
and 19 public hearings and that a revised LUPAG map
will be forwarded to the Council later.

AUGUST 28, 1987

informing each council has been requested to discuss
and be prepared to vote on the following proposals at
the August 28 Executive Committee meeting:
1. Proposal for HSAC Reception.
2. Proposal for HSAC IGR Committee Informal
Gatherings.
3. Legislative Resource Coordinator-Professional
Services.
4. Reconsideration on Staff Travel.
5. Overall Operations and Objectives of HSAC.
Comm. 1237: DRAFT EIS (DEIS) - PUNA GEOTHERMAL VENTURE 25 MW PLANT
From Ralph A. Patterson, Jr., Hawaii Project Manager,
Diamond Shamrock Thermal Power Company, dated
August 11, 1987, transmitting for information, copy of
the Draft EIS (DEIS) for the Puna Geothermal Venture
25 MW plant in lower Puna.
Res. 340: CONSTRUCTION OF A VETERAN'S ADMINISTRATION MEDICAL
CENTER IN HAWAII
Commends Senator Spark M. Matsunaga for his diligence
in spearheading legislation authorizing construction
of a Veteran's Administration Medical Center in
Hawaii; and applauds Senator Daniel K. Inouye,
Representative Daniel K. Akaka, and
Representative Patricia R. Saiki for their support in
this unified attempt to correct inequities faced by
Hawaii's veterans in their search for adequate medical
and psychiatric treatment.

Comm. 1175: HAWAII COUNTY GENERAL PLAN DRAFT
From Deborah Chang Abreu, President, Na Ala Hele,
dated June 22, 1987, commenting on the draft General
Plan, relating to public parks, inventory of ancient
trails/highways (Standing Committee Report No. 1590),
and natural resources and shoreline.
1175.1: From Planning Director Albert Lono Lyman dated
August 10, 1987, commenting and making recommendations
on Communication 1175, as requested by the Committee
on Planning at its meeting of July 27, 1987.
Comm. 1193: HIGHWAYS ACT OF 1892 AND THE NA ALA HELE PROJECT
Copy of letter to William W. Paty, Chairperson, State
Department of Land and Natural Resources, from
Deborah Chang Abreu, President, Na Ala Hele, dated
July 12, 1987, requesting an update on efforts to
(a) determine the ownership status of the
"Makalawena-Akahipu'u Trail" (per the Highways Act of
1892, a.k.a. HRS Chapter 264) and (b) obtain legal
advice from the Attorney General's Office regarding
the present application of the Highways Act of 1892
(per attached letter of January 26, 1987).
Urges State and County action on H.R. No. 448 and
S.R. No. 152 which request that the DLNR and counties
begin an inventory and management plans for ancient
highways and trails.
Informs the requests are of utmost concern to their
organization and asks if they can be of assistance in
the effort.

request for comments and recommendations on

Comm. 1197: JUDICIARY COMPLEX TO HOUSE THIRD CIRCUIT COURT
From Larry Isemoto, Chairman, Hawaii Redevelopment
Agency, dated July 17, 1987, requesting the Council's
support as they pursue further consideration of the
Mamo Street block as the site for the Hilo judiciary
complex.
1197.1: From Legislative Assistant Tadato Nagasako dated
August 13, 1987, reporting on his findings of HRA's
request for Council's support in promoting a
particular bloc on Mamo Street as a logical site for
the proposed judiciary complex, as instructed at the
Planning Committee's July 27, 1987 meeting.
