Carpenter dated April 15, 1987, submitting for adoption, a bill amending Chapter 18, Article 1, Division 2, Hawaii County Code 1983, relating to the County Transportation Commission, to expand the scope of matters the commission may address and to have 5-year staggered terms without reappointment to ensure continuity and turnover. Comm. 1075: HSAC EXECUTIVE COMMITTEE MEETING REPORT From Takashi Domingo, President, Hawaii State Association of Counties, dated April 15, 1987, reporting on the April 13, 1987 Executive Committee meeting where the report of the Special Advisory Committee was considered. Informs each county should fully consider the recommendations of the report and be prepared to vote on them during the upcoming General Membership meeting in June. Comm. 1076: HELIPORT AT VOLCANO GOLF & COUNTRY CLUB Copy of letter to planning Department from Robert W. Parker dated April 18, 1987, expressing his opposition to the operation of the heliport at Volcano Golf and Country Club; recommends that the entire issue be reopened and that the Planning Commission be accurately advised of the number and nature of letters (pro and con) on the heliport. A86-601 From Planning Director Albert Lono Lyman dated April 23, 1987, transmitting for information, copies of the Findings of Fact, Conclusions of Law, and Decision and Order in the matter of the petition of Richard Smart Revocable Personal Trust to amend the Agricultural Land Use District boundary into the Urban Land Use District for approximately 404.34 acres, at Waimea, South Kohala, Island and County of Hawaii, Tax Map Key Nos.: 6-7-02:9 portion of 17, 38; 6-7-01: portion of 25; 6-8-01: portion of 1 and 8; 6-2-01: portion of 9. Comm. 1080: DRAFT GENERAL PLAN AND LUPAG MAP From Planning Director Albert Lono Lyman dated April 24, 1987, transmitting copies of the draft General Plan and LUPAG Map with recommendations for changes, including a brief description of the changes. Informs they will be distributing the draft General Plan beginning May 1 and will be conducting informal public workshops beginning in mid-May. They have tentatively scheduled public hearings with the Planning Commission in June. Comm. 1083: INFRASTRUCTURE IMPLEMENTATION PLANNING PROGRAM From Planning Director Albert Lono Lyman dated April 21, 1987, transmitting a summary description of the Infrastructure Implementation Planning Program and a draft of the working outline for the program. Informs the first phase of the program is expected to be completed within the next 12 calendar months, provided adequate funding is available. Comm. 1086: PERMITS FOR MOTOCROSS TRACK USE From Representative Andrew Levin dated April 23, 1987, transmitting a copy of an April 16, 1987 letter from the Kauai Planning Department, regarding permits for motocross track use, and suggests that Hawaii County regulate motocross tracks in the same way that Kauai County does so that there would be no need for State legislation. PC-51 Page 3 May 12, 1987 Comm. 1087: KAILUA VILLAGE DISTRICT COMMISSION From Frank J. Zuzak dated April 23, 1987, withdrawing his recommendations that the Kailua Village District commission be given more jurisdiction and authority. Informs that at its April 20, 1987 meeting, without an in-depth study, the Commission, in 30 minutes, undid what it took the entire community 10-1/2 months to accomplish. Questions the commission's ability or capability of properly representing the community by their action in hastily amending Ordinance 85-8 . Comm. 1094: HSAC INTER-GOVERNMENTAL RELATIONS COMMITTEE MEETING REPORT From Russell Kokubun, Member, HSAC Inter-Governmental Relations Committee, dated May 5, 1987, submitting for information, a report of the meeting of the Committee held on April 16, 1987, at City Hall. Pet. 10: KONA FLEA MARKET Petition with 2,288 resident signatures and 4,055 visitor signatures supporting the Kona flea market. Comm. 977.5: From Benjamin Raquinio, Ad Hoc Committee for Kona Cultural Market, dated April 14, 1987, informing that the specific purpose of Petition 10 is to grant their organization an ordinance to establish an open market concept at the State or County portion of the Old Kona Airport. Informs their group comprises of hand crafters and artists with the floral and produce vendors, and that their proposed name is "Kona Cultural Market Association". Res. 305: BICENTENNIAL OF THE UNITED STATES CONSTITUTION Proclaims the dedication of the Year 1987 to the commemoration of the Bicentennial of the United States Constitution.
