Comm. 1247.10 WORKING DOCUMENTS FOR THE DRAFT GENERAL PLAN From Planning Director Albert Lono Lyman dated December 4, 1987, transmitting, as requested, copies of the bibliography which lists the working documents used during the General Plan comprehensive review. Also transmits copy of two studies done in conjunction with the General Plan update: 1) Survey of Big Island Residents on Planning and Housing Concerns, by Hawaii Opinion, Inc., December, 1983; 2) Cumulative Impacts/West Hawaii Housing Study, by Bruce Plasch, Decision Analysts Hawaii, December, 1986. Also transmits copies of replacement pages for the August 1987 Draft General Plan (annotated) which reflect those changes to the General Plan document which were adopted in 1980 as not new material. Kokubun, Member, HSAC Inter-Governmental Relations Committee, dated January 5, 1988, transmitting for review and comment, the Report of the Governor's Task Force on State-County Relations. Informs the State Administration is seeking input from the counties as far as specific proposals for each county. Krieger dated January 5, 1988, submitting bills amending Chapter 25 (Zoning Code), Hawaii County Code, by adding a new Downtown Hilo Commercial Zoning District, and Section 25-114 (City of Hilo Zone Map) of Chapter 25, by deleting the proposed Keawe Street/Kilauea Avenue right-of-way width and the reclassification of lands to the CDH zoned district. Comm. 677.4: DRAFT EIS - PUNALU'U RESORT From Council Chairman Stephen K. Yamashiro dated December 10, 1987, informing copies of the Draft Environmental Impact Statement for Punalu'u Resort, Ka'u, have been received from C. Brewer Properties, Inc. Matsukawa of Case & Lynch, dated November 2, 1987, counsel for Oku Kogyo Kaigai Jigyo „ K.K., a Japan corporation that owns the subject property, questioning whether the deadline of December 3, 1987 to comply with Condition (E) of ordinance 85-17 is correct and what procedures and remedies are available to permit the landowner and Kanazawa Tei restaurant operator further time to comply with the condition. Comm. 1338.1: From Planning Director Albert Lono Lyman dated December 3, 1987, transmitting copy of his response to Michael Matsukawa's November 2, 1987 letter regarding Ordinance No. 85-17.
