Comm. 1183.4: LEASE SALE FOR MANGANESE CRUST MINING
From Henry A. Ross dated November 13, 1987, suggesting
the Planning Committee consider a resolution to request
further elaboration on the Draft EIS for proposed
marine mineral lease sale in the Hawaiian Archipelago
and Johnston Island economic zones.
Comm. 1247.9: DRAFT GENERAL PLAN AMENDMENT DOCUMENT AND MAPS
From Ernest M. Breithaupt dated November 20, 1987,
informing of his support of Glen Winterbottom's
12 General Plan proposals, which includes a slow,
rational population growth plan for Ka'u; a two-story
height limit for hotels; and listing Punalu'u makai of
Highway 11 as an open Space Recreation Area.
Informs he is not against new jobs for Ka'u but he
doesn't support huge projects that will bring in
thousands of new people and cause traffic congestion,
pollution and high land and rent costs.

the district classification for 5.3 acres of land from

at Ponahawai and Punahoa, South Hilo.
Informs, although the Planning Director recommended

November 13, 1987, transmitting a State Land
Disposition form regarding the possibility of a
Cooperative Agreement, or an instrument of similar
nature, between the State and the National Park
Service, for State lands and waters adjacent to
Puukohola Heiau National Historic Site in Kawaihae.

From Aaron Ushiroda dated November 17, 1987, regarding
his concern on restrictive covenant (a) Residential
Purposes for Kealakehe Heights Subdivision, and also
the apparent plans of the purchaser of Lot C-15 to
allow ingress and egress to several parcels not part of
the subdivision.

From Dick MacQuiston of Orchidland Community
Association dated November 16, 1987, informing of his
opposition of a high power transmission line with a
40-50 foot right-of-way on his property and of HELCO's
plans for that line in the future. Requests the
Council's assistance in helping HELCO consider other
methods to accomplish their goal.

Comm. 1384: CONCERNS OF THE KONA PALISADES ESTATES COMMUNITY
ASSOCIATION
From Loyd Blomquist, Secretary, Kona Palisades Estates
Community Association, dated November 10, 1987,
transmitting copy of a letter from the Association to
the Planning Department regarding traffic problems on
Kaiminani Drive, the main thoroughfare serving Kona
Palisades Subdivision, and the possibility that it will
become worse due to proposed residential developments
north of the subdivision. Requests the County withhold
approval of any development in the area unless the
developer or the County provides additional access
roads between Mamalahoa Highway and Queen Kaahumanu
Highway.
Comm. 1385: APPOINTMENT TO PLANNING COMMISSION
From Mayor Dante K. Carpenter dated November 23, 1987,
submitting for consideration and confirmation, the
appointment of Mr. Philip M. "Mike" Luce, an
independent from Kohala, to the Planning Commission.
Mr. Luce, an engineering contractor, will serve until
December 31, 1992, filling a vacancy to be created when
the term of Mr. Clarence Mills expires on December 31,
1987.

relating to noise control.

Commercial (CN-20) and Open (O) at Auaukeae 1st and
2nd, North Kona.

Res. 378: S. 1009 - UNITED STATES SENATE
Recognizes that the relocation and internment of more
than 120,000 Japanese Americans during World War II is
a grave injustice and urges a unanimous consent
agreement by the United States Senate on S. 1009, which
purpose is to accept the findings and to implement the
recommendations of the Commission on Wartime Relocation
and Internment of Civilians.
