Kona Ventures, successor to Hawaiian Kona Coast
Associates, dated November 14, 1987, requesting
reconsideration of certain burdensome requirements
contained in ordinance 869, as amended, in order to
facilitate development of early phases of their project
to construct 73 single family homes in the mauka
increment and multi-unit rental housing in the makai
increment which do not have flooding problems and which
are not immediately dependent on the completion of the
Alii Drive Realignment.
Comm. 1028.8: MAKALAWENA, NORTH KONA
From Barry Orlando dated November 1, 1987, urging the
council to attend the Planning Commission's
November 17, 1987 public hearing where the issue of
Makalawena will be considered and hopes the Council, in
its future deliberations, will consider Awake'e and
Makalawena as intrinsically connected and worthy of the
same consideration for preservation.
Comm. 1336: REAPPOINTMENT TO THE TRANSPORTATION COMMISSION
From Mayor Dante K. Carpenter dated November 5, 1987,
submitting for consideration and confirmation, the
reappointment of Mr. Stanley C. Carvalho, an
independent from Puna, to the Transportation Commission
for a term to expire on December 31, 1992.
Advises Mr. Carvalho's current one-year term, following
the Commission's recent reorganization, will not expire
until December 31, 1987.

Comm. 1337: GENERAL PLAN AMENDMENT PROCEDURES
From Acting Corporation Counsel John A. Wagner dated
October 29, 1987, clarifying, as requested, the general
plan amendment procedures once the comprehensive review
proposals have reached the Council.

property, questioning whether the deadline of
December 3, 1987 to comply with Condition (E) of
Ordinance 85-17 is correct and what procedures and
remedies are available to permit the landowner and
Kanazawa Tei restaurant operator further time to comply
with the condition.

EIS Preparation Notice for the Pahoa Elementary School,
which provides an evaluation of alternative sites for
the proposed Pahoa Elementary School and discusses the
potential environmental impacts of the project.

Comm. 1349: APPOINTMENT TO KAILUA VILLAGE DESIGN COMMISSION
From Mayor Dante K. Carpenter dated November 10, 1987,
submitting for consideration and confirmation, the
appointment of Mr. Robert T. Mento of Kona to the
Kailua Village Design Commission. Mr. Mento, branch
manager of Finance Factors, will serve until
December 31, 1990, filling a vacancy to be created when
the term of Ms. Shirley Lewis expires on December 31,
1987.
Comm. 1350: APPOINTMENT TO KAILUA VILLAGE DESIGN COMMISSION
From Mayor Dante K. Carpenter dated November 10, 1987,
submitting for consideration and confirmation, the
appointment of Ms. Leilani Thompson of Kona to the
Kailua Village Design Commission. Ms. Thompson,
director of human services at the Kona Hilton Hotel,
will serve until December 31, 1990, filling a vacancy
to be created when the term of Ms. Alfie Fujitani
expires on December 31, 1987.
Comm. 1351: APPOINTMENT TO THE PLANNING BOARD OF APPEALS
From Mayor Dante K. Carpenter dated November 10, 1987,
submitting for consideration and confirmation, the
appointment of Ms. Nobuko K. Fukuda, an independent
from Hilo, to the Planning Board of Appeals.

C-1351: Ms. Fukuda, a retired professor at the University of
(cont'd) Hawaii at Hilo, will serve until May 31, 1990, filling
a vacancy created by the resignation of Mr. Peter T.
Young.
Comm. 1352: APPOINTMENT TO THE PLANNING COMMISSION
From Mayor Dante K. Carpenter dated November 10, 1987,
submitting for consideration and conformation, the
appointment of Mr. Dennis R. Holt, an independent from
Puna, to the Planning Commission. Mr. Holt, a retired
school teacher and carpenter, will serve until
December 31, 1992, filling a vacancy that will be
created when the term of Mr. Arthur W. Martin expires
on December 31, 1987.

BUSINESS
Comm. 1302: COUNTY USE OF ROOM TAX FUNDS
From Wanda Dettling, Vice-President, Hawaii County
Taxpayers' Association, regarding the hotel room tax
(HB 2805-86 and Conference Report 66-86).
Requests that the ambiguity of the State grant-in-aid
and hotel room tax be clarified and that the 1988
Legislature make it very clear that the State
grant-in-aid from the transient room tax be so stated
in the budget; further, that the counties be directed
to spend the funds on tourist-related infrastructure in
the same area and same proportion in which they are
collected.
Comm.1302.1: From Mayor Dante K. Carpenter dated November 13, 1987,
responding to the Planning Committee's request for
comments on Communication 1302. Informs that in fiscal
year 1986-87, the county received a grant-in-aid from
the State in the amount of $2.1 million for the purpose
of improvements to infrastructure and/or tourism

C-1302.1: related activities and that, in accordance with
(cont'd) Resolution 182-86, Draft 2, the money was used to
support the following programs:
A. Park Maintenance $ 795,000
B. Hoolulu Park Complex 215,000
C. Aquatics 300,000
D. Police 790,000
TOTAL 2,1001000
States the County's $2.1 million State grant-in-aid for
fiscal year 1987-88 is being used in like amount to
support the above agencies.
