Lai DATE: October 26, 1987 PLACE: CounciZroom TIME: 1:30 p.m. CALL TO ORDER STATEMENTS REFERRALS Comm. 1247.7: DRAFT GENERAL PLAN AMENDMENT DOCUMENT AND MAPS From Planning Director Albert Lono Lyman dated October 6, 1987, transmitting copies of a list of courses of action extracted from the draft General Plan which call for capital improvement projects and/or itemize infrastructure needs, as requested by Councilwoman Merle Lai. Informs the list also includes items which would not be County projects but may nevertheless be of interest. 1247.8: Copy of letter to Planning Commission Chairman Thomas Krieger from Mike Luce, President, Kona-Kohala Chamber of Commerce, dated October 13, 1987, informing that-- at its September 23, 1987 meeting, their officers and directors voted to support amendments to the General Plan designating lands identified as the proposed Awake'e Resort for resort-residential-recreation development, with conditions and recommendations, as stated. Comm. 1028.4: MAKALAWENA, NORTH KONA Copy of letter to Mayor Dante Carpenter from Dr. Jack R. Estes, dated October 15, 1987, informing of his opposition to plans for two huge hotels on Bishop Estate property at the Makalawena Beach site, and to the Awakee and Mahaiula Developments in the same area. Feels the County's rare and precious beach lands and access must be preserved for use by the public and future generations and that the crucial need for space, clean air and freedom of movement are imperative for a liveable Hawaii. 1028.5: Copy of letter to Planning Commission Chairman Thomas Krieger from Mike Luce, President, Kona-Kohala Chamber PC-62 Page 2 October 26, 1987 C-1028.5: of Commerce, dated October 13, 1987, informing of their (cont'd) support of the Kamehameha Schools/Bishop Estate application for amendments to the General Plan to permit development of the proposed Makalawena Resort in North Kona, with conditions, as listed, which were considered at their September 23, 1987 quarterly meeting. 1028.6: From Guido Giacometti, Director, Land Division, Kamehameha Schools/Bernice Pauahi Bishop Estate, dated October 15, 1987, transmitting a version of a letter sent to various members of the public who have indicated an interest in Makalawena, and informs they are looking forward to working with various County offices for completion of the project. Comm. 1302: COUNTY USE OF ROOM TAX FUNDS From Wanda Dettling, Vice-President, Hawaii County Taxpayers' Association, regarding the hotel room tax (HB 2805-86 and Conference Report 66-86). Requests that the ambiguity of the State grant-in-aid and hotel room tax be clarified and that the 1988 Legislature make it very clear that the State grant-in-aid from the transient room tax be so stated in the budget; further, that the counties be directed to spend the funds on tourist-related infrastructure in the same area and same proportion in which they are collected. Comm. 1310: REZONING REQUEST - RONALD SHINNO (Bill 428) WAIAKEA, SOUTH HILO TMK: 2-2-22:13 (20,640 sq. ft.) From Planning Commission Chairman Thomas A. Krieger dated October 19, 1987, submitting a bill to change the district classification for 20,640 square feet of land from a Single Family Residential - 10,000 square foot (RS-10) to a General Commercial - 20,000 square foot (CG-20) zoned district at Waiakea, South Hilo. Comm. 1311: REZONING REQUEST - IRA LEITEL/JAMES BRAND (Bill 429) KAAUHUHU HOMESTEADS, NORTH KOHALA TMK: 5-5-01:26 (9.49 acres) From Planning Commission Chairman Thomas A. Krieger dated October 19, 1987, submitting a bill to change the PC-62 Page 3 October 26, 1987 C-1311: district classification for 9.49 acres of land from an (cont'd) Agricultural 20-acre (A-20a) to an Agricultural 3-acre (A-3a) zoned district at Kaauhuhu Homesteads, North Kohala. Comm. 1313: DRAFT ENVIRONMENTAL IMPACT STATEMENT SOUTH KOHALA RESORT From Planning Director Albert Lono Lyman dated October 14, 1987, transmitting copies of the Draft Environmental Impact Statement for the proposed South Kohala Resort development.
