Comm. 1274: VIOLATION OF CHAPTER 92, HRS - THE SUNSHINE LAW From Larry Smith, Executive Director, Common Cause/Hawaii, dated September 14, 1987, questioning the manner in which Resolution 335, which amends Rule 4 of the Rules of Procedure, was handled at the August 10, 1987 Planning Committee meeting. States, according to reports, Planning Committee Chairman Takashi Domingo called for a recess to discuss the matter behind closed doors in Council Chairman Stephen Yamashiro's office; thereafter, the rule change was passed unanimously without explanation or public discussion.
