Comm. 1384.2: CONCERNS OF THE KONA PALISADES ESTATES COMMUNITY ASSOCIATION From Joe Almeida, General Manager, Kona Palisades Estates Community Association, dated May 16, 1988, informing of their board of directors' continued opposition to rezonings of proposed subdivisions adjacent to their subdivision that desire access by way of Kaiminani Drive, unless the developers provide access to Mamalahoa or Queen Kaahumanu Highways or until a commitment is made by the County to include a limited access thoroughfare that would connect said highways, preferably located north of their subdivision. Comm. 1636: IMPACT FEES CLAUSE IN REZONING ORDINANCES F*om Frederick Giannini, Deputy Corporation Counsel, dated May 23, 1988, rendering an opinion, as requested, on whether or not all future rezoning ordinances could include the clause concerning impact fees. States such a clause may be placed into future rezoning ordinances but would become effective only upon the passage of the Unified Impact Fees Ordinance. Comm. 1637: RESOLUTION NO. 433-88 From United States Senator Daniel K. Inouye dated May 16, 1988, transmitting a copy of a testimony he delivered before the Senate Appropriations Subcommittee for HUD/Independent Agencies on May 10, 1988, regarding a veterans medical Center for Hawaii. Informs he has requested 43 million to begin plans for a veterans hospital for Hawaii which would be used to select a site, draft necessary feasibility and environmental impact studies, and to devise a year-to-year plan for purposes of estimating the amount of annual federal spending and a target completion date. Comm. 1641: IRRADIATION From Bob Williams dated May 26, 1988, transmitting copy of his Letter to the Editor, requesting that public hearings be held on the irradiation issue. Also, requests the Council look into the dry heat facility, which, he feels, is a viable alternative that can be used in the private sector for less money but which can also be supported by public funds, thus showing government support for the papaya industry. Comm. 1642: SOUTH KOHALA RESORT Copy of letter to Chairman of the Planning Commission from Ross Wilson, Jr., President Elect, Kona-Kohala Chamber of Commerce, dated May 23, 1988, informing of their support of the proposed South Kohala Resort's Special Management Area Use Permit and Shoreline Setback Variance. Intr. by: Mr. Domingo 1st Reading: April 6, 1988 Comm. 1505.1: From Planning Director Albert Lono Lyman dated May 18, 1988, transmitting a letter from Roy Honda, President, Kona County Farm Bureau, informing their Board of Directors opposes the rezoning request of Lillia Krieger because the parcel is prime agricultural land and very productive. States precedence will be set if the request is approved, thereby, encouraging further rezoning requests and subsequent loss of more prime agricultural land in the area. UNFINISHED BUSINESS Bill 467 AMENDMENTS TO CHAPTER 25 (ZONING CODE) (C-1437) HAWAII REDEVELOPMENT AGENCY Amends Chapter 25 of the Hawaii County Code 1983 by adding a new Downtown Hilo Commercial Zoning District.
