From Nelle M. Rupley and others informing of their
support of the Punalu'u Resort development.
Comm. 1110.6: NOISE CONTROL
From Planning Director Albert Lono Lyman dated
April 21, 1988, responding to the Planning
Committee's request on the best method to address
the issue of control of noise from fighting cocks,
motorcycles, and dirt bikes. States the problem
of noise control is a complex issue and that
rezoning the property or amending the Zoning Code
will not fully resolve the problem inasmuch as
individuals who have animals would be
"grandfathered"; this, in turn, would create an
enforcement problem related to determining who was
grandfathered and who was not. Requests an
additional three months to further discuss the
issue with the Corporation Counsel's Office, as
well as with other County jurisdictions within the
State; thereafter, informs they will submit a
report with their recommendations.

From Planning Director Albert Lono Lyman dated
April 27, 1988, informing they have transmitted a
copy of Bill 524, a proposed amendment to the
Subdivision Code relating to non-dedicable,
private dead-end streets, to the Department of
Public Works; states, upon receipt of their
comments, they shall process the proposal, along
with their recommendation, to the
Planning Commission.

Urges the State Legislature to reassess its
direction on how fuel should be advertised and
that they select either the liter or the gallon as
the standard measurement and not require the
advertisement of both.

District.

Hawaii County Code, relative to the proposed

General Commercial (CG-7.5) and (CG-20), General
Commercial Safety (CG-S-7.5), Office Commercial
(CO-20) and Multiple Family Residential (RM-1) to
Downtown Hilo Commercial (CDH) at Ponahawai,
Punahoa 1st, Punahoa 2nd and Piihonua, South Hilo.
