Rupley and others informing of their support of the Punalu'u Resort development. Comm. 1110.6: NOISE CONTROL From Planning Director Albert Lono Lyman dated April 21, 1988, responding to the Planning Committee's request on the best method to address the issue of control of noise from fighting cocks, motorcycles, and dirt bikes. States the problem of noise control is a complex issue and that rezoning the property or amending the Zoning Code will not fully resolve the problem inasmuch as individuals who have animals would be "grandfathered"; this, in turn, would create an enforcement problem related to determining who was grandfathered and who was not. Requests an additional three months to further discuss the issue with the Corporation Counsel's Office, as well as with other County jurisdictions within the State; thereafter, informs they will submit a report with their recommendations. Comm. 1247.15: GENERAL PLAN From H. Peter L'Orange, President, Hawaii Leeward Planning Conference, dated April 29, 1988, transmitting comments on the General Plan and hopes the Council will adopt the General Plan in a timely fashion. PC-74 Page 2 May 9, 1988 Comm. 1560.1: AMENDMENT TO THE HAWAII COUNTY CODE (BILL 524) From Planning Director Albert Lono Lyman dated April 27, 1988, informing they have transmitted a copy of Bill 524, a proposed amendment to the Subdivision Code relating to non-dedicable, private dead-end streets, to the Department of Public Works; states, upon receipt of their comments, they shall process the proposal, along with their recommendation, to the Planning Commission. Comm. 1586: REPORT OF HSAC INTER-GOVERNMENTAL RELATIONS COMMITTEE MEETING From Russell S. Kokubun, Member, HSAC Inter-Governmental Relations Committee dated April 19, 1988, transmitting for information, a report of their meeting held on April 15, 1988, at City Hall. Comm. 1591: CHANGE OF ZONE ORDINANCE NO. 86 79 TIME EXTENSION REQUEST - CONDITION B EFFECTIVE DATE: JULY 9, 1986 TMK: 7-5-18:61 and 7-5-19:Por. 5 & 40 Copy of letter to Patrick T. Kubota of Taiyo Hawaii Co., Ltd., from Planning Director Albert Lono Lyman dated April 22, 1988, informing their request for a second one-year time extension to comply with Condition B (submission of site development plan) of Change of Zone Ordinance No. 86-79 is being granted until July 9, 1989, and that any further requests for extension will be forwarded through the Planning Commission to the County Council. Comm. 1593: REZONING REQUEST - FRED YAMASHIRO (Bill 541) PUUKAPU HOMESTEADS, FIRST SERIES, WAIMEA, SOUTH KOHALA TAX MAP KEY 6-4-06:8 (25,747 square feet) From Planning Commission Chairman Pro-Tem Fred Y. Fujimoto dated April 26, 1988, submitting a bill to change the district classification for 25,747 square feet of land from an Agricultural 5-acre (A-5a) to a Neighborhood Commercial - 10,000 square foot (CN-10) zoned district at Puukapu Homesteads, First Series, Waimea, South Kohala. PC-74 Page 3 May 9, 1988 Res. 447: ADVERTISING OF FUEL PRICES Urges the State Legislature to reassess its direction on how fuel should be advertised and that they select either the liter or the gallon as the standard measurement and not require the advertisement of both. Intr. by: Mr. Dahlberg UNFINISHED BUSINESS Bill 467 AMENDMENTS TO CHAPTER 25 (ZONING CODE) (C-1437) HAWAII REDEVELOPMENT AGENCY Amends Chapter 25 of the Hawaii County Code 1983 by adding a new Downtown Hilo Commercial Zoning District. Intr. by: Mr. Domingo 1st Reading: January 18, 1988 Bill 468: Amends Section 25-114 (City of Hilo Zone map) (C-1437) Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, relative to the proposed Keawe Street/Kilauea Avenue right-of-way width and by changing the district classification from General Commercial (CG-7.5) and (CG-20), General Commercial Safety (CG-S-7.5), Office Commercial (CO-20) and Multiple Family Residential (RM-1) to Downtown Hilo Commercial (CDH) at Ponahawai, Punahoa 1st, Punahoa 2nd and Piihonua, South Hilo. O'Toole regarding appeals from adverse HRA decisions related to the Downtown Hilo Commercial Zoning District (CDH). Comm. 1437.4: From Corporation Counsel John A.
