The land exchange could create a win-win situation for all if the Wai aha Bay area were to become a county park rather than a 21 unit condominium. In addition to prCservi , the treasured bcach for all of us, the County will avoid potential liability of millions of dollars when SoBay condo owners discover they own property in a flood-prone area where mauka waters rush in a torrent through the sewage pumping station across the street and into their buildu g.
