of Bills 467 and 468 at the Planning Committee's
January 25, 1988 meeting.
Also informs of what transpired at a January 29,
1988 meeting where the subject bills were
discussed.

Departments, regarding the requirement of curbs,

Lunapule Road.
Informs his clients remain willing to deed the
land within the setback area to the County at no
cost as well as to match the improvements done to
the roadway by Lunapule Kona Associates in the
first increment of their development.

Comm. 1459: VETERANS ADVISORY COMMITTEE - REQUESTS TO
LEGISLATURE

Advisory Committee, County of Hawaii, dated
January 18, 1988, requesting the Council's support
of their requests to the Legislature for:
1. A one time grant of $6,000 to purchase a
portable canopy and indoor/outdoor carpeting for
use during burial ceremonies; and
2. An increase of $10,000 in the annual grant
which is used by the Parks & Recreation Department

878, 854, 868, 83-20, 84-40, 87-49, 87-52 and
87-68.
Informs the Commission voted to recommend approval
of the requested amendments as outlined in the
PC-68 Page 5 February 8, 1988
C-1469: Analysis In Support of the Petition prepared by
(cont'd) the Planning Department. Also transmits copies of
the Planning Commission minutes and hearing
transcripts on the subject matter.
Comm. 1469.1: From Mae E. Mull, Island of Hawaii Representative,
Hawaii Audubon Society, dated January 25, 1988,
encouraging the retention of Makalawena in
Conservation-Open land use and requesting the
Planning Committee to encourage the State of
Hawaii and Bishop Estate to pursue an agreement on
a suitable land exchange in West Hawaii. Feels a
resort at Makalawaena would be incompatible with a
secure refuge for endangered Hawaiian waterbirds
at 'Opae-'ula Pond and the fifty-plus adjacent
smaller ponds.

Clinic, dated January 22, 1988, urging that
Makalawaena be kept in Conservation zoning.
Comm. 1469.3: From Zachary A. Smith, Associate Professor,

of a land trade with the State to prevent the

Comm. 1473: SHELTERS FOR THE HOMELESS
From Rev. Dr. Temple E. Cowell, Pastor, Haili
Church, dated January 18, 1988, urging the
Council's support of S. B. No. 1310, requesting
the appropriation of $5,000,000 or so much thereof
to provide funding for the building or provision
of shelters for the homeless.
Comm. 1478: MAKALAWENA CONTROVERSY & BIG ISLAND DEVELOPMENT
IN GENERAL
Copy of letter to Mayor Dante Carpenter from
R. Clayton Welch, a Kona resident concerned with
the controversy regarding Makalawena, dated
January 29, 1988, informing of his support to
update the County's General Plan and seeing it
consistently implemented to provide a measure of
control for the growth occurring in West Hawaii.
Also, transmits a Time magazine article entitled
Not in My Neighborhood, which deals with what is
apparently a nation-wide grass-roots effort to
slow and control development.
Res. 392: NEW PAPAIKOU GYMNASIUM FACILITY
Requests Governor John Waihee to release the
1700,000 appropriated by the Legislature, as
enacted by Acts 347-86 and 217-87, for the
construction of a new Papaikou Gymnasium Facility.
