Your Committee on Finance, to which was referred Bill No. 65, reports as follows:
Bill No. 65, transmitted by Director of Finance William Takaba, via Communication No. 153,
dated February 20, 2003, amends Ordinance No. 02-76, as amended, the Operating Budget,
ending June 30, 2003. The amendment is as follows:

010-201-5219.89 Seatbelt Innov Demo - E. HI General $50,000
The U. S. Department of Transportation National Highway Traffic Safety Administration is
providing additional funds to enforce and educate the public on the importance of Seatbelt usage.
This will be accomplished by purchasing educational material for presentations and conducting
Seatbelt roadblocks.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 65 and
recommends it pass first reading.
