An~7el Pik o g ~ ~ g~ ~ Council "Vice Chair and Members of the Hawaii County Council: Hawaii County has an exemplary record of achievexuent in recycling and development of renewable energy for electricity generation because of it its visionary policies and administrative success in waste management. These policies support and complement one of the guiding principles of the ~iawaii Z0~0 Sustainability Plan in striking a balance befiween economic, social and environmental priorities. Haruaii County now has ~ opportunity to determine haw a waste reduction technology (waste-to-energy) as proposed by Wheelabrator, will benefit the people of Hawaii through this technology and whether it is commercially viable, at no risk to Hawaii Co~ulty. This is an unusual business proposition and an opportunity that will provide the County Council with three critical data ranges: 1) financial 2) environmental and 3} revenues, upon w}~ich the County Council nay make an informed decision. A Council decision to approve this resolution will serve the public infierest and fihey will be very appreciative for receiving the details and effect of this proposal, after at is fleshed out through a design/build cast analysis, an Environmental Analysis Report and a determination of pricing on electricity revenues. All this necessary info»rnation will be provided free and its subsequent public dissemination will enhanoe the process of transparency in gove~~ment decision~rnaking for which the Cou~acil is tc~ be commended.
