Subject: Bill 276:please advance
Aloha County Council,
Please do advance Bill 276 to second reading and to our ballot. Nothing is more important
to having a respected county government than to insure the fairness of the electoral process,
and the concept of'one person, one vote'. Bill 276 does a very fine job of setting up a clear
and transparent means for districting the county, free of political interference or manipulation.
This is the very first principle if the electorate is to have confidence in the electoral process.
The present Charter section dealing with this issue has led to several lawsuits. It is further
flawed in that the Charter makes redistricting the responsibility of the legislative branch- council-
yetinexplicably has the executive branch appoint the commission. This needs to beset straight,
returning this Charter mandated responsibility to the legislature.
