BE R ORDAINED BYTHE COUNCIL OF THE COUNTY OF HAWAi`I:
SECTION 1. Purpose. The purposes of this ordinance are:1 } to establish a framework to adopt
and amend the Community Development Plan and 2) to establish the Gommunity Development
Plan Action ~CDP) Action Committee as the body that supersedes the CDP Steering Committee
upon adoption of a Community Development Plan by the County Council.

Community Development Plan Action Committee
Section 4415.1.4. Purpose of the Gomm~nity Dev~iQ~ment Plan Action ~Qmmitt~:
The Community Development Plan Action Committee supercedes the Community Development
Plan Steering Committee upon adoption of a Community Development Pian. Administered and
staffed by the planning department, the purpose of the Community Development Plan Action
Committee is to be a proactive, community-based steward of the plan's implementation and
update.
Section 1 .1.. Membership and Rules of Procedure;
{a) The Community Development Plan Action Committee shall consist of ~-{r-7 (seven}
members. All members shall be permanent residents of the District, and if feasible, one of the
members shall be a resident on Hawaiian Home Lands within the District covered by the
Community Development Plan. T4ae Four M}members of the Committee steal! be appointed by

area covered by the Communit~Dev~lo. gment Plan and approved by the County Council. Prior
service as a member of the steering committee shall not disqualify an individual from serving on
the Community Development Plan Action Committee.
{b}The members shall serve staggered terms of four years. Upon the initial appointment of the
committee t~we-s~~-ser~~ e~~e-yeah two #er-a-term~e~# Shall ~e~ for two year, two for a term
of three years, and three for a term of four years. When the term of a member expires, the
member shall continue to serve until a successor is appointed.

detailed selection criteria consistent with this objective.
{d} A chairperson aid vice chairp~ shall be elected from its membership annually. No .person

(e} Each Community Development Plan Action Committee may establish rules of procedure
necessary for the conduct of its business, which rules shall contain at a minimum the time and
place of all regular meetings, ,
that a quorum shall be a majority of the members to which the body is entitled, and that the
affirmative vote of a majority of those present {assuming a quorum} shall be sufficient to make
any action valid.

(b} C,.~u rt~rly briefings: Receive p+er quarters briefings from the planning department on
pendfng and approved permit applications involving property located within the planning areas,
and on other issues related to the Community Developmen# Plan;
(c} Additional Briefings As Requested: Receive briefings from other county agencies, as
requested, on priority actions identified in the Community Development Plan, which briefings may
be consolidated by the mayor's office or the planning department into a plan of action for the forth
coming year and a General Plan status report on the ant -w~i a current year's plan of action
