T~EtANSPORTATION PROGRAM
Hawaii County Economic Opportunity Council (HCEOC} is seeking the County of
Hawaii's assistance in providing additional funds of $127,~~ 1 to continue transportation
services for the remaining months for program year 2007-2(l~S. Specifically, the
requested amount of $I27,~51 represents the balance of total State Grant-in-Aid subsidies
of $227,b5 1, which as it appears that the Governor has no intentions of releasing the
funds.
In response to the issues raised, please find HCEOC responses below:

5. 'What services will be terminated?
Paint to-point transportation services for low-income elderly living in off-
highway farmer plantation communities where there are no services for public
transit and curbside Nandi-lift pick-up for disabled,. wheel-chair bound individuals
and dialysis patients.

8. What are the other impacts of the shortfall on the division?
HCEaC plans to ph~~se-out the West Hawaii Transpartatian Program except far
the State Department of Health, Mental Health Transportation Program.
9. What are the other impacts on the organization as a whole?
With the volatile fuel (regular and diesel) prices, soaring cast of automobile,
liability, health insurance premiums, and vehicle repair and maintenance, the
shortfall of funds has created a severe cash flaw problem for HCEOC. Since
HCEOC is dependent on Federal, State, and County funding, discretionary funds
to support the Transportation program are limited.
10. How will the shartfallfclosure impact other programs?
HCE(JC will not be able to provide transportation s~~vices to Head Start children
in West Hawaii.
11. What will happen on July 1~?
What happens on July 1, 2008 is contingent on State Legislature appropriation of
funds as well as the release of funds by the Governor. Should funds not be
appropriated ar release, HCE(}C Transportation Program will be abolished.
12. Will program resume or remain terminated?
Transportation for West Hawaii district will be terminated. Services for other
transportation districts will be restaged; the extent of services subject to 2005-
2009 program funding.

the State Legislature for FY 2008-2009 is as follows:
