RE: Proposed Amendment to the FY 2008-2009 Capital Budget and
Six-Year Capital Improvements Program Amendment
The Office of Housing and Community Development (OHCD)
respectfully requests to amend the Capital Improvements Program
(CIP) submitted for the Kaloko Housing Program, to replace 24
transitional housing units scheduled for closure at Kawaihae in
June 2009 (see attached map).
The amendment is for an increase in the initial request from
$2,417,000 to $5,413,000. The OHCD requested $12,000,000 CIP
funds from the 2008 State Legislature. Even with Mayor Kim
making this request our Number 1 priority, and the help of the
Council, and an all out effort by the local community, on
May 1, 2008, we were able to confirm that the Legislature
appropriated $1,454,000 (for planning, design, construction and
equipment).
The current estimated budget for the 24-unit transitional phase
is $7,192,000. $5,413,000 in County CIP funds would be combined
with $325,000 of federal HOME funds (for design) and the
$1,454,000 State CIP funds (see attached amended Financial Impact

As the draft FY 2008-2009 Capital Budget was already set and
ready to submit on May 1, 2008, the OHCD was not able to process
an amendment.
The OHCD's goal is to build both transition and rental phases.
We will continue to work with the community and other entities to
secure funds for the second phase of the project, 30 affordable
rental units. Our focus at this time is to replace the 24
transitional units.
The approval of this CIP amendment is necessary to continue the
only housing program for homeless families in West Hawaii. The
OHCD appreciates your concurrence with this amendment request.
