SUBJECT: HCEOC Transportation Services in Council District 6
At the last Council meeting, during discussions on Resolution 633-08, there was a
comment made that Hawaii County Economic Opportunity Council (HCEOC) does not
provide services in Council District 6. At that time, I informed the Council that this
statement was incorrect.
Attached for your review is information that I received from George Yokoyama,
Executive Director of HCEOC, which shows that HCEOC is providing various programs
and services for Council District 6 residents who are in need of assistance.
If you have any questions about the programs or services provided by HCEOC, please
contact George Yokoyama at 961-2681.

In addition to providing transportation services to residents in Hawaii County Council
District 6, Hawaii County Economic Opportunity Council (HCEOC) is cognizant of the
lack of adequate social services in the district of Ka'u, particularly for the large
Marshallese population living in Hawaiian Ocean View Estates. For this reason, HCEOC
worked with the State Legislature to introduce HB 3303 and SB 2873 to improve health,
social, cultural, and economic conditions for Marshallese children and families in
Hawaiian Ocean View Estates. However, due to the state's economy, the 2008 Hawaii
State Legislature passed a conservative budget which did not include the adoption of HB
3303 and SB 2873.
Presently, HCEOC operates the Language Arts Multicultural Program (LAMP) for
underachieving 3`d and 4th grade students in Naalehu Elementary School and Drop-Out
Prevention Program (DOPP) to assist at-risk Ka'u high school students to remain in
school and graduate. Besides working with students to achieve academic success, LAMP
teachers and DOPP Facilitators conduct home visits and perform outreach services for
both students and their families.
