Re: Operating Budget
The Hawai'i Tourism Authority (HTA) created a statewide Tourism Strategic Plan in
2005 that identified various Tourism Strategic Initiatives, including a Safety and
Security Initiative. An objective under the Initiative is to support and strengthen
criminal deterrence and law enforcement efforts by developing crime deterrence
measures such as warning signage, fixed camera systems and other security systems
in parks or scenic areas with high visitor counts, to more effectively deter illegal
activities. To achieve that objective, the HTA is providing a $500,000 Security
Camera Program grant to the Hawai'i County Police Department, which will be used to
establish a security camera surveillance system in public areas and especially those
areas frequented by visitors and determined as the best opportunities for success by
government agencies, community groups, and businesses affected by the new
camera system.
Enclosed is a resolution to authorize the Mayor to enter into a memorandum of
understanding with the Hawai'i Tourism Authority.
Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $500,000 HTA Security Camera Program Grant.
Due to the urgency of this matter, the Police Department is requesting a waiver from
the Finance Committee and to have the resolution and bill heard at the next Council
meeting scheduled for June 3, 2008.

A. REQUEST:
To create an account entitled "Hawaii Tourism Authority" for $500,000.00 under the following object codes

To enter into an MOU with Hawaii Tourism Authority to accept $500,000.00 for capital improvement costs
related to acquiring and owning the necessary cameras and surveillance equipment for the Safety and
Security Strategic Initiative.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
