I would like to register with the County Clerk's Office to testify in person
at the Waimea County Office via video conference on the Bill 253, Draft 2 - Communication
1040.3 (communication from Housing Administrator Ed Taira to Council Chair Hoffman,
requesting an increase to $5.413 million to the Kaloko Housing Program funding.)

Support of Bill 253, Draft 2 - Communication 1040.3
RELATING TO THE KALOKO HOUSING PROGRAM.
Dear Committee Members:
As the program director of the Kawaihae Transitional Housing Program , I strongly
support Bill 253, Draft 2 - Communication 1040.3, relating to the Kaloko Housing
Program, which would provide homeless families an opportunity to build life skills
and increase income to stabilize their family and transition to permanent housing.
In the past year and a half, I have witnessed 31, previously homeless, families'
transition into permanent housing. The shelter has served over 60 families from all
around the Island of Hawaii. If Kawaihae Transitional Housing Program must close
due to EPA regulations, then West Hawaii would be without a homeless shelter for
families and children and Island of Hawaii would be left with only 12 units to serve the
growing number of homeless families.
The Kaloko Housing Program could service as a model for the state to end
homelessness and evolve into affordable housirig units for local families. The location of
Kaloko Housing Program is ideal for families to find additional public transportation,
more jobs and auxiliary health and educational services to assist families' needs. The
State of Hawaii Legislative section provided for $1.4 million to begin the construction of
infrastructure.
