Good morning Chairman Hoffman and Members of the Hawaii County Council:
My name is Gretchen Lawson and I am a member of the Community Alliance
Partners (CAP), a broad based coalition of people working to identify the causes of
homelessness and find solutions to help people move to a more secure situation so they
may become productive members of our communities. I am unable to come before you
in person this morning aso I am writing to urge your support of the Kaloko Housing
Program; on your agenda as Bill 253, Draft 2 Communication 1040.3 (communication
from Housing Administrator Ed Taira to Council Chair Hoffman, requesting an increase to
$5.413 million to the Kaloko Housing Program funding. )
Members of the CAP have worked diligently and with great coordination to insure
there is housing for people of limited circumstance in time for the anticipated closing of
the Kawaihae Transitional Project in June of next year. The State of Hawaii recognized
the importance of this project a d approved $1.4 million towards it's success. The
County has demonstrated their approval by setting aside the land for the project but
now, it is imperative that the funding from the State be augmented to make this project
a reality.
The West Side of this island has no units dedicated to helping people move away
from the situation of being without secure shelter. The people in these circumstances

can remain dependent of public support or they may move towards a more productive
life. But the move towards more integration has to be supported until their base is
better established. Please recognize this need and put the additional funding into the
project so it can flourish.
