As requested at the Committee on Planning meeting on June 15, 1998, we have enclosed a
copy of a letter dated March 16, 1998, from the Department of Water Supply to Ms. Barbara
LeeLoy, Vice President of the Pauka'a Community Association, relating to water availability
to the subject property. We are also transmitting a copy of a letter dated March 17, 1998,
from the applicant's representative Mr. Charles Ha'o, which due to an oversight was not
transmitted to you earlier.
Should there be specific questions on water availability, water pressure, and/or water
improvements for the area and the community, we would suggest that a representative from
the Department of Water Supply be present at the next meeting.

WAINAKU CONGREGATION OF JEHOVAH'S WITNESS - CHANGE OF ZONE
REQUEST FOR INFORMATION
For your information, water is available for the proposed two (2)-lot subdivision.
Water requirements for the subdivision include the installation of a service
lateral for the additional lot and the payment of the appropriate facilities
charge.
Your inquiries regarding the flood study and fire protection should be referred to
the Department of Public Works and the Fire Department, respectively. For your
convenience, a copy of this letter and your letter are being forwarded to those
departments for their review/comment.
If you have any further questions, please contact the Department of Water Supply
at 961-8660.

Subject: Wainaku Congregation of Jehovah's Witness
Change of Zone of Approx. 7.184 acres of land in Pauka'a. South Hilo.
On Friday, March 20, 1998 a public hearing before the Planning Commission will be held
which will directly affect the Pauka'a Community. The request for an Amendment to Condition B
of Ordinance No. 90-144 (Bill No. 52) is being sought by the Wainaku Congregation of Jehovah's
Witnesses. Approximately 7.184 acres of land was re-zoned for AG--20 to AG--3A The Jehovah's
Witnesses are requesting an extension of time to submit subdivision plans to secure final subdivision
approval specifically at TMK- 2-7-38: 003.
The Pauka'a Community Association requests information relevant to this change of
Ordnance. In particular:
--What are the water requirements?
---Is there adequate pressure/volume available for the proposed AG-3 Subdivision?
----Is a Flood Study required to protect the existing culvert from overflow into the existing
neighbor's homes? ~i P Bur WOV4"
---And finally, will there be adequate fire protection. i.e.. water availability from the existing fire
hydrant? ~IRF PZT-~T.
We would like to thank your engineer, Mr. Owen Nishioka for directing us to inquire about
these considerations that must be met.

Dear Ms. Goldstein:
We have examined comments made by the Fire Department and Department of Public
works regarding AMENDMENT TO CONDITION B OF ORDINANCE NO. 90-144 and
therefore make the following comments:
RE: Fire Department's requirements
We have consulted Richard Kihara, one of the fire inspectors, and he explained that if the
subject property is zoned agricuheral, then the requirements as stated in their letter dated
February 18, 1998 do not apply as long as any future construction on subject property is
limited to one structure.
RE: DPW Comments
We have noted Memorandum dated February 18, 1998 and have reviewed Memorandums
dated October 24, 1995 and July 3, 1996 and therefore provide you with our comments:
Requirements involving building codes, generated runoff, earthwork & grading, driveway
connections as well as wastewater disposal do not present a problem for us. These
requirements can be met. However, in reference to Memorandums dated October 24,
1995 and July 3, 1996, comment numbers 8 and 2 respectively, where it is stated that
applicant should improve Kahoa Road fronting lots 42 through 1 by widening pavement to
20 feet with 6 foot paved shoulders - this would be entirely out of reach for us.
The sole purpose of our request for subdivision is to be able to sell the upper portion of
the subject parcel to generate funds to finalize our loan on the Kingdom Hall. We are not
intending to develop the upper property to the point of creating a number of lots. If we
were required to make improvements to Kahoa Road, the expense involved would be too
great a burden and would defeat our purpose.
