Under this lease, between the County of Hawai'i and the Kainaliu Properties, LLC, a Hawai'i Limited Liability Company, the County will be allowed to construct an off-street public parking lot and a vehicle turnaround (u-turn) area. This proposal will help to provide: 1. Additional public parking spaces; to aid in the replacement of on-street parking that the Department would like to temporarily disallow (time-limit parking) during a propose test. This test would be to disallow on-street parking during the AM & PM peak traffic periods. The temporary removal of on- street parking will allow smoother traffic flow, especially through the congested town area. 2. A turnaround area for vehicles on both ends of town. This will allow vehicles to safely "u-turn", to head back into town, when the Department disallows left-turn movements, during certain periods of the day. Disallowing left-turn movements will aid in allowing smoother traffic flow. This turnaround (Kainaliu Properties, north) will be coupled with another turnaround, on the southern end of town (Kadooka, south). REQUEST: Resolution to allow the Department of Public Works to enter into a multi-year lease agreement, for the construction of an off-street public parking lot and a vehicle turnaround (u-turn) area. This lease will be between the County of Hawaii and the Kainaliu Properties, LLC, a Hawai'i Limited Liaility Company, for the use of a portion (approximately 13,370 sq.ft.) of the parcel identified as TMK: (3)7-9-007:005, in Kainaliu, North Kona, Hawaii. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department has negotiated with the property owners, and settled upon a multi-year lease agreement to allow the construction of an off-street public parking lot and a vehicle turnaround area. This proposal will help to provide; 1. Additional public parking spaces; to aid in the replacement of on-street parking that the Department would like to temporarily disallow (time-limit parking) during a propose test. This test would be to disallow on-street parking during the AM & PM peak traffic periods. The temporary removal of on- street parking will allow smoother traffic flow, especially through the congested town area. 2. A turnaround area for vehicles on both ends of town. The agreed amount of lease will be $12,000 per year, plus the waiver of a prorate share of the parcel's 2008/2009 real property tax, calculated to be $962.64.
