Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the Department of Public Works to enter into a multi-year lease
for five (5) years for a portion (approximately 2,480 sq.ft.) of the parcel of land identified as TMK: (3)
7-9-009:018, in Kainaliu, North Kona, Hawai'i. Under this lease, between the County of Hawai'i and
the Kadooka family, the County will be allowed to construct a vehicle turnaround (u-turn) area, to be
partially within the existing road right-of-way and partially within the requested leased area of their
property.
This proposal will help to provide;
1. A turnaround area for vehicles on both ends of town. This would allow vehicles to safely "u-turn", to
head back into town, when the Department disallows left-turn movements and on-street parking,
during certain periods of the day. Disallowing left-turn movements and on-street parking will aid in
allowing smoother traffic flow.
2. This turnaround (Kadooka, south) will be coupled with another turnaround, on the northern end of
town (Kainaliu Properties, north).

A. REQUEST:
Resolution to allow the Department of Public Works to enter into a multi-year lease agreement, for the
construction of a vehicle turnaround (u-turn) area. This lease will be between the County of Hawaii and the
Kadooka family, for the use of a portion (approximately 2,480 sq.ft.) of the parcel identified as TMK: (3)7-9-
009:018, in Kainaliu, North Kona, Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department has negotiated with the property owners, and settled upon a multi-year lease agreement to
allow the construction of a vehicle turnaround area, to be partially within the existing road right-of-way and
partially within the requested leased area of their property. This proposal will help to provide;
1. A turnaround area for vehicles on both ends of town. This would allow vehicles to safely "u-turn", to
head back into town, when the Department disallows left-turn movements and on-street parking,
during certain periods of the day. Disallowing left-turn movements and on-street parking will aid in
allowing smoother traffic flow.
2. This turnaround (Kadooka, south) will be coupled with another turnaround, on the northern end of
town (Kainaliu Properties, north).
The agreed amount of lease will be $10,500 per year.
