This scholarship, treated as a donation to the County, paid for the training expenses for a 5 week class in Alfred, Maine; the cost of acquiring a dog; a chemist's certification of the dog; and all of the transportation expenses. Inspector Perreira, now certified as an arson canine handler, and his trained canine, named "Kaimi", will enhance the department's fire investigative skills for the County of Hawai'i by being qualified to determine origin and cause of all fires. The estimated total value of the dog and related training and travel expenses is $23,000. Enclosed is a resolution accepting this donation from State Farm, One State Farm Plaza, B-4, Bloomington, Illinois 61710. REQUEST: Prepare a resolution for the Hawaii County Council, on behalf of the County of Hawaii, to accept a donation of a trained arson detection canine and all related training and travel costs. Please send a copy of the resolution and letter acknowledging this donation to Ms. Dawn Fones, Arson Dog Program coordinator, State Farm, One State Farm Plaza, B-4, Bloomington, IL 61710. Request that attached letter be forwarded to Finance Committee Chair Dominic Yagong. B. On January 7, 2008, State Farm Insurance accepted Fire Inspector Robert Perreira's application for an arson canine training scholarship, which allowed him to attend a five-week training class in Alfred, Maine, at no cost to the County. The State Farm scholarship paid all training fees, cost of acquiring a dog, room and board during the training, chemist's certification of the dog, and transportation expenses for the initial five-week class. Inspector Perreira recently returned from the training and is certified as an arson canine handler and paired with his canine, Kaimi. Together, they will enhance our fire investigative skills for the County of Hawaii by being qualified to determine origin and cause of all fires. We are extremely pleased to be the first Fire Department in the State of Hawaii to adopt an arson canine program, and I am requesting your approval of this valuable asset.
