Dear Ms. Goldstein:
I am writing on behalf of my client, Kealakekua Development Corporation ("KDC"), to
provide you with an annual report regarding the progress of the above-referenced development as
required by Conditions X of Change of Zone Ordinance No. 95-70.
1. STATUS OF THE PROJECT
Change of Zone Ordinance No. 95-70 was adopted by the County on May 23, 1995.
II. STATUS OF COMPLIANCE WITH CONDITIONS OF APPROVAL
At the present time, a proposed amendment to the Change of Zone Ordinance No. 95-70
is under consideration by the County Council. This amendment proposes to extend the deadlines
to meet certain conditions and correct a typographical error. Approval of the proposed
amendment was recommended to the Planning Commission by the Planning Director. The
Commission recommended approval to the Planning Committee of the County Council. The
Planning Committee has recommended approval to the full Council and the amendment is
tentatively schedule to be on the Council agenda for the meeting on June 1, 1998.

Establishment of a Forest Management Plan
The ordinance requires the establishment of a forest management plan for the 8,100 acre site
zoned A-8000a within the project. Mike Robinson of Resource Management has started work on
preparing a forest management plan.
