SUBJECT: DRAFT BILL TO AMEND CHAPTER 22, RELATING TO STREETS AND
SIDEWALKS, OF THE HAWAII COUNTY CODE
Forwarded for your consideration is a draft bill that amends Chapter 22, Streets and Sidewalks, section
22-20 by replacing "city limits of Hilo" with "County." Although we would like to revise Chapter 22
in its entirety, we believe the inequity of the section is significant enough to warrant immediate attention.
A recent complaint regarding the lack of permits for news racks being placed on County sidewalks in
Keauhou, Kona has underscored the importance of changing the Chapter's present language. This bill
does not attempt to alter current procedures or practices. We hope to address this in our comprehensive
revision of Chapter 22. It simply expands the applicability of the existing permit process to the entire
County of Hawaii.
